This resolution authorizes the Milwaukee Public Library to accept and use funds from a Milwaukee Metropolitan Sewerage District (MMSD) grant to support the installation of green infrastructure at Milwaukee Public Library branches.

 

Body

Whereas, The City of Milwaukee has adopted a comprehensive Green Infrastructure Plan to help Milwaukee adapt to climate change impacts and create a more resilient City; and

 

Whereas, the Green Infrastructure plan outlines several solutions that this project will provide and support, including rain gardens, permeable pavers, bio-swales, native plantings, and community engagement education spaces.

 

Whereas, The Milwaukee Public Library, a City of Milwaukee agency is eligible for grant funds from the Milwaukee Metropolitan Sewage District to enhance several Library parking lots, which are to be replaced to meet ADA standards, and enhanced with green infrastructure elements; and

 

Whereas, The operation of this grant from 01/01/2020 to 11/01/2020 would cost $90,741.24 of which $90,741.24 (100%) would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Public Library shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Capital Grant and Aid Project Fund, the following amounts for the project titled MPL MMSD Green Infrastructure Partnership Grant:

2.  Create the Capital Grant and Aid Project Level values; budget to these Project/Grant values the amount required under the grant agreement;

 

Further Resolved, That these funds are budgeted for Milwaukee Public Library which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.  Expend from the 2020 grant budget funds for specific items of equipment;

 

3.  Expend from the 2020 grant budget funds for training and out-of-town travel by departmental staff.

 

4.  Enter into subcontracts and leases as detailed in the grant budget.
