Resolution authorizing Redevelopment Authority sale of a 7-acre portion of 6767 North 60th Street, in the 9th Aldermanic District.

 

Analysis

This resolution authorizes the Redevelopment Authority of the City of Milwaukee to sell a 7-acre portion of 6767 North 60th Street to Veterans Outreach of Wisconsin, Inc.

 

Body

Whereas, The property at 6767 North 60th Street (the “Bacher Farms Property”) is approximately 27.51 acres and is owned by the Redevelopment Authority of the City of Milwaukee (“RACM”); and

 

Whereas, Veterans Outreach of Wisconsin, Inc. (“VOW”) is a nonprofit entity that successfully built and that successfully operates, in Racine at 1624 Yout Street, a tiny home village and community building with homeless recovery programs for homeless U.S. Armed Services Veterans; and

 

Whereas, At the Racine location, VOW has 15 tiny homes that are 120 square feet each; and

 

Whereas, VOW’s Racine operation has been inspirational, and other entities from other parts of the United States and from other countries have toured it in order to explore replicability in their jurisdictions; and

 

Whereas, VOW wishes to replicate its successful program and development in Milwaukee on a 7-acre portion of the Bacher Farms Property; and

 

Whereas, VOW tendered to the Department of City Development (“DCD”) and RACM officials a Proposal Summary, and DCD and RACM officials have been in discussions with VOW, and as a result of that Proposal Summary and those discussions, RACM prepared the Wis. Stat. 66.1333 (9)(a)1.d. Land Disposition Report (“LDR”) that is part of this file; and

 

Whereas, The Common Council recognizes the sacrifice of, and service provided by, members of our Armed Services, and that, as the Wisconsin Legislature has also recognized in Wis. Stat. 66.1107 (1)(a), 66.1201 (2) and (4)(b), 66.1301 (2), 66.1331 (2), 66.1013, 66.1333, 66.1335, and 66.1337 (2), there exists in cities in Wisconsin a severe shortage of adequate housing, and a shortage of private economic investment, thus meriting public intervention, and the Common Council further recognizes that there is special need for shelter and supportive services for homeless individuals; and

 

Whereas, VOW’s operation will provide not only housing to homeless veterans but also valuable support service; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that it approves the LDR and authorizes RACM and City officials to take such actions as may be necessary to effectuate the intent of this resolution and the transaction contemplated by the LDR, including RACM sale and conveyance to VOW.
