Title

A substitute ordinance to further amend the 2019 rates of pay of offices and positions in the City Service.

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Department of City Development, Health Department, Library, Police Department, Port Milwaukee, Department of Public Works - Operations Division

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2019 - December 30, 2018):

 

Under Pay Range 1GX, delete the title of “Police Facilities Manager”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2019 - June 30, 2019):

 

Under Pay Range 1EX, add the title of “Disease Intervention Specialist Supervisor (9)(24)” and delete the title of “Communicable and Infectious Disease Program Coordinator (9)(24)”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2019 - October 20, 2019):

 

Under Pay Range 1EX, add the title of “Commercial Property Disposition Manager” and delete the title of “In Rem Property Disposition Manager”.

 

Under Pay Range 1FX, add the title of “In Rem Property Disposition Manager”.

 

Under Pay Range 1HX, delete the title of “Port Marketing Manager”.

 

Under Pay Range 1JX, add the title of “Chief of Staff Health”.

 

Under Pay Range 1LX, delete the title of “Chief Deputy Commissioner of Health (1)(2)”, delete footnotes “(1)” and “(2)” in their entirety, and renumber remaining footnotes as necessary.

 

Part 4.  Part 1, Section 2 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 2EN, correct footnote designations for the title “Librarian II (10) (24)”.

 

Part 5.  Part 1, Section 2 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2019 - June 30, 2019):

 

Under Pay Range 2EX, delete the title of “Health Project Coordinator - Plain Talk”.

 

Under Pay Range 2HN, delete the title of “Nursing Training Coordinator (8) (19)”, delete footnotes “(8)” and “(19)” in their entirety, and renumber remaining footnotes as necessary.

 

Under Pay Range 2HX, add the title of “Data and Evaluation Coordinator”.

 

Part 6.  Part 1, Section 2 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2019 - October 20, 2019):

 

Under Pay Range 2FX, delete the title of “Trade Development Representative”.

 

Under Pay Range 2HX, delete the title of “Trade Development Representative-Senior”.

 

Under Pay Range 2IX, add the title of “Trade Development Representative (5)”

 

Under Pay Range 2MX, add the title of “Market Development Manager (5)” and replace footnote “(5)” to read as follows:

 

“(5)                     Recruitment may be at any rate in the range based upon experience and credentials with the approval of DER.”

 

Part 7.  Part 1, Section 3 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 3SN, add the title “Facilities Control Specialist (2) (4)”, renumber current footnote “(2)” to “(3)”, and create footnotes “(2)” and “(4)” to read as follows:

 

“(2)                      Recruitment may be up to the following rate with the approval of DER:

 

                     Biweekly                     2,803.75

                     Annual                     72,897.50”;

 

“(4)                      Recruitment may be up to the following rate with the approval of DER:

 

                     Biweekly                     2,887.86

                     Annual                     75,084.36”.

 

Part 8.  Part 1, Section 3 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2019 - December 30, 2018):

 

Under Pay Range 3FN, delete the title of “Maintenance Technician I (1) (3) (4) (6)”, delete footnotes “(1)” and “(3)” in their entirety, and renumber remaining footnotes accordingly.

 

Under Pay Range 3GN, delete the title of “Maintenance Technician II (2) (4) (6) (7) (9) (11) (13) (14)”; delete footnotes “(2)”, “(4)”, “(6)”, and “(7)” in their entirety; and renumber remaining footnotes accordingly.

 

Part 9.  Part 1, Section 7 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 7QN, delete the title of “HVAC Control Technician (7) (14)”, delete footnotes “(7)” and “(14)” in their entirety, and renumber remaining footnotes accordingly.

 

Part 10.  Part 1, Section 7 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2019 - December 30, 2018):

 

Under Pay Range 7BN, delete the title of “Building Maintenance Mechanic I (1) (2) (4) (6) (7) (9)”, delete footnotes “(1)” and “(2)” in their entirety, and renumber remaining footnotes accordingly.

 

Under Pay Range 7CN, delete the titles of “Building Maintenance Mechanic II (1) (2) (3) (4) (7) (8) (9) (10)” and “Heating and Ventilating Mechanic I (2) (3) (8) (9)”, delete footnotes “(1)” and “(2)” in their entirety, and renumber remaining footnotes accordingly.

 

Under Pay Range 7DN, delete the title of “Heating and Ventilating Mechanic II (1) (3) (6) (8)”, delete footnotes “(1)” and “(3)” in their entirety, and renumber remaining footnotes accordingly.

 

Under Pay Range 7FN, delete the title of “Printer (2) (6)”, delete footnote “(2)” in its entirety, and renumber remaining footnotes accordingly.

 

Under Pay Range 7HN, delete footnote designation “(15)” and add footnote designations “(12)”, “(13)”, “(17)”, “(25)”, and “(26)” to the title of “Facilities Maintenance Mechanic (4) (15)”; add footnotes ““(12)”, “(13)”, “(25)”, and “(26)” to read as follows:

 

“(12)                     Positions in the Police Department receive an additional one dollar ($1.00) per hour premium when assigned to supervisory duties for a full shift.”

 

“(13)                     Positons in the Police Department will receive an additional one dollar ($1.00) per hour for all time worked in excess of eight (8) hours in one 24 hour day plowing snow or salting.”

 

“(25)                     Positions in the Police Department receive an additional one dollar ($1.00) per hour premium when assigned to supervisory duties for a full shift.”

 

“(26)                     Positions in the Police Department will receive an additional one dollar ($1.00) per hour for all time worked in excess of eight (8) hours in one 24 hour day plowing snow or salting.”

 

; and renumber remaining footnotes accordingly.

 

Under Pay Range 7NN, renumber footnote “(2)” to “(4)”; add footnotes “(3)”, “(4)”, “(5)”, and “(6)” to the title of “HVAC Maintenance Technician (1) (2)”; and add footnotes “(2)”, “(3)”, “(5)” and “(6)” to read as follows:

Part 11.  Part 1, Section 8 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 8NN, add footnote designations “(3)” and “(4)” to the title of “Special Equipment Operator I”.

 

Part 12.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 13.  The provisions of Parts 1, 8, and 10 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2019 (December 30, 2018).

 

Part 14.  The provisions of Parts 2 and 5 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 2019 (June 30, 2019).

 

Part 15.  The provisions of Parts 3 and 6 of this ordinance are deemed to be in force and effect from and after Pay Period 22, 2019 (October 20, 2019).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 16.  This ordinance will take effect and be in force from and after its passage and publication.
