Resolution relative to acceptance and expenditure of a FY2019 Environmental Protection Agency Brownfield Cleanup Grant for 2001 West Vliet Street.
Analysis
This resolution authorizes the Department of City Development to accept and expend a FY2019 Environmental Protection Agency Brownfield Cleanup Grant for 2001 West Vliet Street in the amount of $468,000 with a City Share of $78,000 and a Grantor Share of $390,000. The purpose of the program is to assess, clean up and redevelop underutilized properties while protecting public health and the environment.
Body
Whereas, The City of Milwaukee (“City”) appears to be eligible for grant funds from the Environmental Protection Agency for brownfield cleanup; and
Whereas, It appears that City involvement in this grant and aid program will result in a major benefit to the City by expanding the ability of the City of Milwaukee to recycle the vacant and abandoned property into a new, productive reuse; and
Whereas, The operation of this Environmental Protection Agency Brownfield Cleanup Grant from October 1, 2019 to September 30, 2022 will cost $468,000, of which $78,000 (20 percent of $390,000) will be provided by the Redevelopment Authority of the City of Milwaukee Brownfield Capital Fund and $390,000 will be provided by the Grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Upon approval of the grant agreement, to create within the Operating Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project, for the program titled; Environmental Protection Agency Brownfield Cleanup Grant:

Further Resolved, That these funds are appropriated to the Department of City Development, which is authorized to:
1. Expend from the amount appropriated, sums for specified purposes, as indicated in the grant budget, and incur costs consistent with the award date; and, be it
Further Resolved, That the Commissioner of the Department of City Development, on behalf of the City, is directed to enter into contracts, subcontracts and leases, as detailed in the program budget and as necessary to carry out this program, in accordance with City purchasing procedures and Grant and Aid Guidelines for awarding such contracts.
