Whereas, the plaintiff, Robert Lee Stinson, filed a federal civil rights lawsuit against the City of Milwaukee, one of its former police detectives, and two dental experts hired by Milwaukee County, seeking an unspecified amount in damages for a wrongful conviction and injuries from being incarcerated and imprisoned for approximately twenty-four years; and

Whereas, the plaintiff has agreed to settle his claims against the City of Milwaukee and its former detective in this lawsuit through a settlement agreement providing for payment of the total amount of $7,500,000, with an initial payment of $3,500,000 in August 2019 and a second payment of $4,000,000 in January 2020; and

Whereas, the City Attorney recommends and the Common Council of the City of Milwaukee deems it expeditious and just to pay a settlement of the claims against it and its former detective in this lawsuit; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that upon execution of the Settlement Agreement and Release by counsel for the plaintiff and the City Attorney, the proper City officials be and are hereby authorized and directed to issue a City check in the amount of $3,500,000 payable to the order of Loevy & Loevy Attorneys at Law Trust Account in August 2019 and to issue a City check in...
