Minutes note: Mr. Tim Askin said that this is a revision to previous design proposals. Last Wednesday staff took pictures of work being done and demolition was done without appropriate permits. The proposed raised parapet hides mechanicals, which staff is fine with as long as an access door is provided. Staff recommends that more clarity and samples are needed, although the design is basically okay with staff. No COA will be issued until the condemnation order is lifted and all DNS violations are remedied. Staff recommends holding with the recommendations contained in the staff report. Ald. Nik Kovac - the goal is to get to a design that meets the guidelines. Jeno Cataldo - the contractor said he had a permit for the footing work and the job became more complex than first thought. They will be re-building the basement wall tomorrow and re-installing the flooring. He hired a new architect and he thinks the new proposed design is tasteful. The addition will be 1.5 stories in the back, although he would have preferred a 2-story addition. He is fine with installing a wood decorative door in back and wood windows are fine as well. The addition will be used for retail and an ADA-accessible ramp will be added on the side of the building instead of having disabled access in the rear. They are also adding bathrooms. Ms. Peltz thinks the front of the building is adorable, but thinks there should be more windows, but Mr. Askin noted how close the buildings are to each other. Mr. Askin is amenable to working with the applicant if the Commission approves the general concept. . Ms. Peltz would support granting this, amended by Ms. Keating Kahn, to approve the overall concept of the massing of the new addition and have details approved by staff, seconded by Ms. Clendenen-Acosta.

8/5/20190 HISTORIC PRESERVATION COMMISSION HELD IN COMMITTEE

Minutes note: Mr. Tim Askin said there are two options - a two-story option which is 23 feet high and the accessibility ramp wraps around the side with a shed roof and two windows and a flat roof up against a gable roof or a one-story option that has no windows. Mr. Askin said that roofline for both options need more architectural detailing and there is no visual continuity with the historic structure and both additions lack windows. Garages, which are equally or less visible, have been held to higher design standards than this. Jeno Cataldo - the buliding has a backyard, which they don't want to retain for security reasons. They have no specific plans yet for how to use this structure. One cannot see this addition at all from Brady Street, although it is visible from the east on Warren. Mr. Jarosz would accept something simple as long as the front is improved and the money saved used on that side of the building. Ms. Peltz would second that as long as there was a plan to complete the entire building. Mr. Jarosz moved to hold to work with staff to tie in a simple addition with an image and drawing for a more elaborate front.
