Minutes note: Appearing: Amy Turim - DCD Real Estate Deborah McCullum - Gathing & Amy Turim Stephanie O'Connor Erika Martinez Nichole Larsen The Department of City Development reports that the tax foreclosed property located at 2128 W Lloyd Street, is not suitable for use by public agency or community based organization. Ms. Turim said that the City of Milwaukee has own this property since 2/21/19, since Mr. Rideout applied to vacate the foreclosure judgment. this item was scheduled for hearing on July 22, 2019, where he did not appeared. DCD inspector and Sheriffs department went to the property for inspection, and found people living in the property under conditions not suitable for use by public. Ms. Turim asked the committee that this return be denied in order for the Department to move on with its disposition strategy and be able to find a more suitable owner for this property. Based on Ms. Turim's testimony and request, Ald. Zielinski moved this return be denied.

Body
Whereas, The property located at 2128 W. Lloyd Street, previously owned by Jeffrey Rideout, has delinquent taxes for 2015-2018 and was foreclosed upon pursuant to Sec. 75.521, Wis. Stats., and a fee simple absolute was obtained in favor of the City of Milwaukee dated FEbruary 21, 2019 190365; and

Whereas, Jeffrey Rideout would like to reclaim said property by paying all City and County real estate taxes, plus accrued interest and penalties to date of payment, and all costs as sustained by the City in the foreclosing and management of said property since FEbruary 21, 2019; and

Whereas, Jeffrey Rideout has agreed to pay all related city charges up until the point that the property is returned, as well as all charges and conditions which are detailed in the letters submitted by the Department of Neighborhood Services, Department of City Development, the Health Department and the Treasurer’s Office, as though set forth in this resolution; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that in order to return the property at 2128 W. Lloyd Street, a cashier's check must be submitted in the amount indicated by the City Treasurer within thirty (30) calendar days of the adoption of this resolution; and, be it

Further Resolved, That the City Attorney is then authorized to enter into a stipulation with the former owner to reopen and vacate the City's judgment in Milwaukee County Circuit Court Case No 18-CV-008737. Known as the 2018-3 In Rem Parcel 177, securing the court's order and recording said order with the Milwaukee County Register of Deeds; and, be it
