Substitute resolution relating to application for, and acceptance, funding and expenditure of, a Wisconsin Department of Transportation 2019 Freight Railroad Preservation Program Infrastructure Improvement Grant for railroad improvements at the Port of Milwaukee.
Analysis
This resolution authorizes the Port of Milwaukee to apply, accept, fund and expend a Wisconsin Department of Transportation 2019 Freight Railroad Preservation Program Infrastructure Improvement Grant for railroad improvements in the amount of $2,993,920. Grant funds will be used in connection with the rehabilitation of Port of Milwaukee-owned railroad track.

Whereas, The City of Milwaukee appears to be eligible for Freight Railroad Preservation Program Infrastructure Improvement Program grant funds from the Wisconsin Department of Transportation, Bureau of Railroad & Harbors; and

Whereas, It is the mission of the Port of Milwaukee to enhance the overall economic environment of the region by stimulating trade, business, and employment; and

Whereas, The Port of Milwaukee owns and maintains 14 miles of railroad track connecting each Port terminal to two Class 1 railroads which provide delivery service to and from the Port; and

Whereas, In order to accommodate planned improved intermodal service at the Port of Milwaukee, it is necessary to upgrade the track size and layout to industry standard, as current weight load demands; and

Whereas, This upgrade of the railroad track at the Port of Milwaukee is estimated to cost $3,742,400, of which $2,993,920 (80%) will be provided by the Wisconsin Department of Transportation (grantor) and $748,480 (20%) will be provided by the City budget (Fund 0481 capital account); now, therefore, be it
