Title

Substitute resolution outlining the process and communication of 2020 health and dental premium rates.

Analysis

This resolution authorizes the Department of Employee Relations (DER) to use the established annual practice for projecting health benefit and dental rates for 2020 as determined by the City’s benefits consultant. Utilization experience will be evaluated for OptumRx and the UnitedHealthcare (UHC) Choice, Choice Plus and High Deductible Health Plans for active employees and the UHC Choice and Choice Plus Plans for retired members.

Whereas, The DER has contracted with its benefits consultant to provide actuarial services to the City including projections for City health and dental plan rates; and

 

Whereas, The DER wants to ensure that health plan benefit rate projections for 2020 are as accurate as possible; and

 

Whereas, the City’s benefits consultant actuary will gather current cost and utilization data from UnitedHealthcare and OptumRx to provide benefit rate projections based on the City’s 2020 anticipated health plan benefit design structure; and

 

Whereas, The DER wishes to communicate 2020 benefit rates to employees and retirees prior to the open enrollment period; and

 

Whereas, The DER has requested that its benefits consultant calculate 2020 health benefit rate projections for premium tiers in all plans offered to active employees and retirees; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the DER is authorized to utilize the rate determination practice and communicate the rates projected by the City’s benefits consultant for all health and dental plans offered to active employees and health plans offered to retirees.
