Title

A substitute ordinance to further amend the 2019 offices and positions in the City Service.

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Common Council - City Clerk, Department of Employee Relations, Health Department, Library

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 180629 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Common Council - City Clerk, Central Administration Division”, delete the section title of “Historic Preservation” and delete two positions of “Senior Planner” and two positions of “Graduate Intern”.

 

Under the “Legislative Reference Bureau Division”, delete the section title of “Library Section” and delete two positions of “Librarian II”, one positon of “Legislative Library Manager” and one position of “Code Information Specialist”; and delete the section title of “Research and Analysis Section.”

 

Above the “Document Services” section title insert the division title of “MUNICIPAL RESEARCH CENTER”; under the “Document Services” section title, insert the section titles of “Municipal Research Library” and “Historic Preservation Commission”; and strike, wherever it appears, the section title of “Document Services” and add in lieu thereof the section title of “City Records Center.”

 

Under the recreated “Municipal Research Library” section title, add one positon of “Legislative Library Manager”, two positions of “Librarian II”, and one position of “Code Information Specialist”; and under the recreated “Historic Preservation Commission” section title, add two positions of “Senior Planner” and two positions of “Graduate Intern”. 

 

Under “Department of Employee Relations, Operations Division, Employee Relations and Compliance”, add one position of “Leave Administration Coordinator”.

 

Under “Health Department, Executive Leadership”, add one position of “Deputy Commissioner of Medical Services”, “Deputy Commissioner of Environmental Health”, “Clinic Operations Director”, and “Health Data and Evaluation Director”.

 

Under “Human Resources & Payroll Services”, add one position of “Human Resource Representative”.

 

Under “Disease Control and Environmental Health Services Division”, add one position of “Home Environmental Health Director”.

 

Under “Sexual and Reproductive Health Program”, add one position of “Clinic Office Coordinator”.

 

Under “Library, Administrative Services Decision Unit, Original Cataloging Unit, delete one position of “Librarian III (0.50 FTE)(B)” and add one position of “Librarian III (0.75 FTE)(B)”.

 

Under “Branch Library Services Decision Unit, Education & Outreach Services”, delete one position of “Program Assistant II (0.50 FTE)” and add one position of “Program Assistant II (0.75 FTE)(X)”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 180629 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2019 - June 30, 2019):

 

Under “Health Department, Executive Leadership”, delete one position of “Health Operations Administrator (X)(Y)”, delete one position of “Public Health Planning and Policy Director (X)(Y)”, add one position of “Chief Deputy Commissioner of Health”, add one position of “Deputy Commissioner of Community Health”, and add one position of “Deputy Commissioner of Policy, Innovation, and Evaluation.”

 

Under “Business Operations”, delete one position of “Business Operations Manager-Health (X)(Y)”, add one position of “Finance and Administration Manager” and add two positions of “Clinic Office Coordinator”.

 

Under “Family and Community Health Services Division”, delete one position of “Family & Community Health Services Director (X)(Y)”, delete one position of “Family and Community Health Operations Manager (X)(Y)”, and add one position of “Maternal and Child Health Director”.

 

Under “PNCC/CCC/Newborn Screening Program (O)”, delete one position of “Office Assistant II”.

 

Under “Empowering Families of Milwaukee Program (E)”, delete one position of “Public Health Nurse 3 (X)(G)(E)” and add one position of “Health Project Supervisor-DADS”.

 

Under “Sexual and Reproductive Health Program”, delete one position of “Program Assistant II (X)”.

 

Part 3.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 4.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 2019 (June 30, 2019).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 5.  This ordinance will take effect and be in force from and after its passage and publication.
