Title
Resolution approving a Commercial Parking Lot Beautification Pilot Program.
Analysis
The resolution authorizes the Department of Administration-Environmental Collaboration Office to create a Commercial Parking Lot Beautification Pilot Program. Common Council file 180244 directed the Environmental Collaboration Office to create such a program. This program would provide grants to commercial parking lot owners for pavement removal and landscape edge improvements that meet or exceed the landscape code as recently updated in file 181520. The program will be targeted to the Neighborhood Strategic Planning Area. At least $30,000 will be used for this program as part of the broader Neighborhood Investment Beautification Program
Body
Whereas, The Common Council appropriated a $100,000 for a Neighborhood Investment Beautification Program Special Fund in the 2019 Budget to the Department of Administration-Environmental Collaboration Office, in addition to funds appropriated in 2018; and
Whereas, The Common Council’s objective in appropriating these funds is to improve the appearance of the City of Milwaukee, with a specific focus on the City’s most challenged neighborhoods; and
Whereas, The Environmental Collaboration Office and its neighborhood beautification partners want to beautify Milwaukee’s neighborhoods while simultaneously promoting sustainability, commercial corridor economic development and resident quality of life; and
Whereas, the Common Council approved a Neighborhood Beautification Plan in 2018 that directed the Environmental Collaboration Office to establish a pilot program for landscape beautification grants on private parking lots in order to enhance the appearance of Milwaukee’s commercial corridors; and
Whereas, the Common Council recently approved an ordinance relating to landscaping and screening requirements for various land uses; and
Whereas, the Environmental Collaboration Office has collaborated with the Department of City Development in to coordinate its grant program with the new parking lot landscape guidelines; now therefore be it
Resolved, By the Common Council of the City of Milwaukee that a Commercial Parking Lot Beautification Pilot Program is established and that Program Guidelines and Application are approved, copies of such Program Guidelines and Application are attached to this Common Council File; and, be it
Further Resolved, that program will be limited to commercial parking lots located in the Neighborhood Strategic Planning area.
Further Resolved, That at least $30,000 from the Neighborhood Investment Beautification Program Special Fund be expended according to the Program Guidelines approved by this resolution; and, be it
Further Resolved, That the Director of Environmental Sustainability is authorized and directed to enter into contracts and agreements necessary to carryout said Program.
