Substitute resolution relating to the change of funded agency from Grandville Economic Development Corporation to Social Development Corporation.

Body
Whereas, the Grandville Economic Development Corporation received 2018 CDBG funding for the activity of Public Service-Farmers Market and 2019 CDBG funding for NSP Area 18/Community Organizing; and
Whereas, the Grandville Economic Development Corporation has notified the Community Development Grants Administration (CDGA) in an email dated March 21, 2019, that the agency was declining the 2018 and 2019 CDBG funding allocation, due to the inability the manage federal grants; and
Whereas, CDGA is requesting authorization to transfer the 2018 and 2019 CDBG funding to the Social Development Corporation, being a currently funded organization of CDGA and in good standing now therefore, be it
Resolved, That the Common Council of the City of Milwaukee hereby approves the change in the funded agency to Social Development Corporation; and, be it
Further Resolved, That Social Development Corporation shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Development Grants Administration and the City Comptroller for review and approval; and, be it
Further Resolved, that payments for CDBG costs incurred shall be paid in accordance with approved CDBG reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller; and, be it
Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 74-92-5v are fully applicable to the Community Development Entitlement Funding Program.
