Title

Analysis

This resolution authorizes the Department of Public Works - Parking Services Division to accept and fund a Green Solutions grant from the Milwaukee Metropolitan Sewerage District with a maximum reimbursement amount $126,000 for bioswales in the parking lot between South 9^th Street and South 10^th Street between West Lapham Boulevard and West Mitchell Street in the 12^th Aldermanic District.

Body

Whereas, The Department of Public Works - Parking Services Division has capital funding of $255,000 for redevelopment of the 10^th and Mitchell Street parking lot; and

Whereas, The Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and

Whereas, Green infrastructure, such as bioswales and green alleys, reduce the volume of stormwater in the sewer system and the amount of pollutant discharged to surface water; and

Whereas, The MMSD has offered to reimburse the City through a Green Solutions grant not to exceed $126,000 for the installation of bioswales in a parking lot between South 9^th Street and South 10^th Street between West Lapham Boulevard and West Mitchell Street; and

Whereas, Plans, specifications and cost estimates have been prepared for this project; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized to accept the Green Solutions grant from the Milwaukee Metropolitan Sewerage District to install bioswales in a parking lot between South 9^th Street and South 10^th Street between West Lapham Boulevard and West Mitchell Street without further Common Council action; and, be it

Further Resolved, That upon approval of the agreement between Department of Public Works - Parking Services Division and the Milwaukee Metropolitan Sewerage District to install these bioswales, the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed $126,000 for the grantor's share as follows:

Further Resolved, That the Commissioner of Public Works on behalf of the City of Milwaukee is authorized to enter into subcontracts and leases as needed to install this green infrastructure in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
