Title

Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $183,000 for a total estimated cost of these projects being $4,963,000.

Analysis

This resolution authorizes engineering studies on projects which by City Charter are nonassessable.  After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council.  The City cost for engineering these projects is estimated to be $183,000 with the total cost estimated to be $4,963,000.

Body

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:

 

2nd, 5th and 9th Aldermanic Districts

 

N. 91st St. Bioretention Maintenance Contract : 

N. 91st St. - W. Mill Rd. to W. Good Hope Rd. (SM499190003)  (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $1,000).   The total estimated cost of this project including the requested amount is $50,000.  This project is anticipated to be completed during the 2019 construction season. 

 

4th and 12th Aldermanic Districts

Plankinton Avenue Bascule Bridge over the Menomonee River (100N) (BR100190107):  Bridge painting and miscellaneous repairs. (City Share Non-assessable Structure Fund - $150,000).  The total estimated cost for this project, including the requested amount is $2,200,000.  This project is anticipated to be completed in 2020.

6th and 15th Aldermanic Districts

N. 8th St. - W. North Ave. to W. Atkinson Ave. (ST211190292) Asphalt surface overlay (Nonassessable Reconstruction Paving Fund -- $10,000) The total estimated cost for this project including the requested amount is $300,000.  This project is anticipated to be completed during the 2019 construction season.

2019 Bioretention Rehab Contract (SM499190005) (Stormwater Quality - Nonassessable Water Quality Projects to meet TMDL Requirements - $1,000).

 The total estimated cost of this project including the requested amount is $113,000.  This project is anticipated to be completed during the 2019 construction season. 

 

2019 Downspout Disconnection Program (SM498190101)

Program area bounded by W. Capitol Dr., W. Oklahoma Ave., Lake Michigan and N. 60th St.  (Downspout Disconnection Program --Non Assessable, $1,000).

The total estimated cost for this project including the requested amount is $2,000,000.

The project is anticipated to be completed in 2019.

 

2019 Bioretention Maintenance Contract (SM499190004) (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $15,000).  The total estimated cost of this project including the requested amount is $225,000.  This project is anticipated to be completed during the 2019 construction season. 

 

Various Aldermanic Districts

 

Movable Bridge Upgrades (BR100190103) Movable Bridge mechanical, hydraulic and electrical upgrades( City Share Non-assessable Structure Fund -- $5,000).   The total estimated cost of this project including the requested amount is $75,000.  This project is anticipated to be completed during the 2019 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
