Title
Resolution establishing the Growing Entrepreneurs in Milwaukee initiative as an official City program and authorizing the acceptance and expenditure of contributions for this initiative.
Analysis
This resolution creates the Growing Entrepreneurs in Milwaukee (GEM) initiative for youth under the age of 18 to learn about City licensing regulations and achieve their entrepreneurial goals. The GEM initiative consists of online educational “modules” and real-world educational experiences to teach youth the principles of entrepreneurship.
This resolution also authorizes the City Clerk’s Office to accept and expend contributions for the GEM initiative. The License Division of the City Clerk’s Office shall administer the program.
Body
Whereas, According to the U.S. Department of Labor, entrepreneurs drive America's economy, accounting for the majority of the nation's new job creation and innovations; and
Whereas, The U. S. Small Business Administration further reports that - over the last 5 years - 2 out of every 3 net new jobs were created by small businesses; and
Whereas, Many hopeful young entrepreneurs do not have the opportunity to receive guidance from peers or role models who operate their own business; and
Whereas, Helping young people recognize opportunity and giving them the tools to capitalize on those opportunities empowers them to take ownership of their future; and
Whereas, According to a 2001 report to the DC Children and Youth Investment Trust Corporation entitled “Logic Models and Outcomes for Youth Entrepreneurship Programs” by Jacinta Bronte-Tinkew, Ph.D. and Zakia Redd, M.P.P, positive outcomes of youth entrepreneurship education include:
1. Improved academic performance, school attendance, and educational attainment.
2. Increased problem-solving and decision-making abilities.
3. Improved teamwork, money management, and public speaking skills.
4. Job readiness.
5. Enhanced development of self-esteem and self-efficacy.
6. Perceived improved health status.

Whereas, According to the Network for Teaching Entrepreneurship, youth who receive entrepreneurship training stay in school longer, are employed more and make more money than their counterparts; and
Whereas, The City of Milwaukee seeks to promote entrepreneurship in Milwaukee by educating youth about the values of entrepreneurship; and
Whereas, The City Clerk’s Office anticipates that a youth entrepreneurship education initiative can be implemented using existing staff and funds, but that in-kind contributions up to $10,000 may be received in support of this initiative; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that there is created a Growing Entrepreneurs in Milwaukee (GEM) initiative, to be administered by the License Division of the City Clerk’s Office ; and, be it
Further Resolved, That the City Clerk’s Office is authorized to accept up to $10,000 in contributions to support the GEM initiative; and, be it
Further Resolved, That the City Comptroller is directed to transfer appropriations and estimated revenues from the Special Purpose Account-Contributions, Account Number 0001-2110-0001-D001-006300, and the Estimated Revenue Account for Contributions, Account Number 0001-9990-0001-009850 to the City Clerk's Special Account 0001-1310-6300-DXXX, and the City's Estimated Revenue Account 009850, up to the amount of $10,000; and, be it
Further Resolved, That the implementation of the GEM initiative shall be guided by a report that will be developed by the License Division and approved by the Common Council; and, be it
Further Resolved, That the License Division shall submit an annual report to the Common Council, beginning no later than January 31, 2020, regarding the GEM initiative; and, be it
Further Resolved, That City departments are directed to assist as necessary to make the GEM initiative successful.
