Title
Substitute resolution authorizing the Department of Employee Relations to issue a request for proposal for administration of the City’s health and prescription drug benefits.
Analysis
This resolution authorizes the Department of Employee Relations (DER) to issue a request for proposal (RFP) for the City’s health plan and pharmacy benefits in conjunction with Milwaukee County and the Milwaukee County Transit System (MCTS) with contract terms commencing January 1, 2020.
Body
Whereas, The current contracts between the City and UnitedHealthcare, for the administration of health plan benefits, and the City and OptumRx, for administration of pharmacy benefits, expire on December 31, 2019; and

Whereas, In 2014, the City along with its Benefits Consultant and the Milwaukee County Healthcare Consortium (MCHCC) which included the City, Milwaukee County, Milwaukee Public Schools and Milwaukee County Transit system (MCTS) worked together to complete a joint RFP for the administration of each entity’s health plan and pharmacy benefits; and

Whereas, The DER intends to continue the City’s collaboration with Milwaukee County and MCTS to execute the current RFP for health and pharmacy benefits administration services; and

Whereas, The City, by working jointly with Milwaukee County, MCTS and its Benefits Consultant may obtain more favorable contract terms; now therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Employee Relations is authorized to execute a joint request for proposal process with Milwaukee County and MCTS to select an administrator for health plan and pharmacy benefits for a contract term beginning January 1, 2020; and, be it
