Analysis
This original resolution authorizes the Commissioner of Public Works to execute a document titled Agreement for Maintenance or other Roadside Landscaping within Milwaukee County Trunk Highway (CTH PP) Right of Way - Agreement No. 2019PP1 between the City of Milwaukee and Milwaukee County for the maintenance of seven bioswales. The bioswales are located in the medians of West Good Hope Road between North 87th Street and North 51st Street.

Body
Whereas, Stormwater pollution control is an important component of the City of Milwaukee’s (City) storm water management regulations and the City’s stormwater permit with the Wisconsin Department of Natural Resources (DNR); and

Whereas, Nonpoint sources such as roadways have been recognized as the primary source of environmental pollution by discharging polluted runoff directly into the local streams and water bodies, threatening natural habitat and species; and

Whereas, The City proposes to construct seven bioswales in the medians of West Good Hope Road (CTH PP) between North 87th Street and North 51st Street, which is under the jurisdiction of Milwaukee County (County); and

Whereas, In order to establish the terms and conditions for the maintenance and ownership of the bioswales, the City and the County desire to enter into an Agreement, and

Whereas, The County has prepared a document titled Agreement for Maintenance or other Roadside Landscaping within Milwaukee County Trunk Highway (CTH PP) Right of Way - Agreement No. 2019PP1 which stipulates that the City will retain ownership of the bioswales and of the associated facilities and shall also receive the total ...
