Analysis

This charter ordinance consolidates two positions by eliminating the planning and policy director for emergency communications and the homeland security director. The duties of these offices will be added to the emergency management and communications director.

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 6-05-2-f to L of the charter is created to read:

 

6-05. Organization.

2. DIRECTOR.

f. Establish a city emergency communications strategic plan.

g. Review and evaluate emergency communication projects and budgets.

h. In partnership with all city departments, develop standards and guidelines for emergency communication systems.

i. Serve as a resource to departments in developing and managing emergency communications projects and budgets.

j. Coordinate monitoring and reporting of emergency communications projects.

k. Coordinate with city departments and agencies on emergency communication issues to promote interoperability, integration, and security of emergency communication systems.

L. Coordinate with the chief information officer to review and monitor emergency communication technology projects.

 

Part 2. This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within such 60 days a referendum petition is filed as provided in s. 66.0101(5), Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting theron.
