Title

Substitute resolution relating to the creation of an annual service to the community event.

 

Analysis

This resolution directs the Office of the City Clerk to create a permanent, annual, weeklong service to the community event to be known as BIG Serve MKE. It also directs the City Clerk to solicit private donations to support this event, and authorizes the acceptance and expenditure of such contributions.

 

Neighborhood cleanups by local residents and City employee volunteers at various locations, to be named BIG Clean MKE, shall be a feature of the event.

Body

Whereas, High-profile neighborhood events orchestrated citywide by the City to improve the quality of life for residents, build neighborhood pride and engage communities demonstrate the City’s commitment to serve residents, which in turn act synergistically to improve the quality of life, instill pride and encourage engagement; and

 

Whereas, Staging a weeklong series of community service events, and vigorously promoting the week of services as a single, unifying event will help build the BIG Serve MKE brand as a keystone of the City’s efforts to create an environment where residents can succeed and achieve their life goals; and

 

Whereas, The 2018 BIG Clean MKE community cleanup campaigns conducted by volunteers succeeded in bolstering neighborhood identity, pride and engagement by organizing community volunteers to eliminate unsightly litter and debris, sending a message to would-be lawbreakers that neighborhood pride and engagement would not tolerate criminal and anti-social behavior; and

 

Whereas, It is fitting that Milwaukee’s annual BIG Clean MKE cleanup campaign should be a feature of the BIG Serve MKE event; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Office of the City Clerk is directed to create a permanent, annual, weeklong service to the community event to be named BIG Serve MKE; and, be it

 

Further Resolved, The focus of the BIG Serve MKE event shall be service to the community with BIG Serve MKE activities designed to foster quality-of-life improvements, neighborhood pride and community engagement; and, be it

 

Further Resolved, Neighborhood cleanups by local residents and City employee volunteers at various locations, to be named BIG Clean MKE shall be a feature of the BIG Serve MKE event; and, be it

 

Further Resolved, That the Department of Neighborhood Services shall provide cleanup supplies as appropriate and available from the Department’s Community Sanitation Fund for BIG Clean MKE cleanup campaigns; and, be it

 

Further Resolved, That the Office of the City Clerk is also directed to solicit private donations to support the BIG Serve MKE event; and, be it

 

Further Resolved, That the Office of the City Clerk is authorized to accept and expend donations to support the BIG Serve MKE event in an amount not to exceed $1 million annually; and, be it

 

Further Resolved, That upon receipt and deposit of these funds, the City Comptroller is authorized and directed to establish a special account within the budget for the expenditure of the contributions; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenue from the General Fund Contribution Appropriation Control account, number 0001-2110-006300-D001, and the Estimated Revenue account for contributions, number 0001-2100-009850, to the Office of the City Clerk Contribution Account 0001-1310-006300-0001-DXXX, titled “Contributions-BIG Serve MKE”, and Estimated Revenue account 0001-1310-009850 for the purposes set forth in this resolution in an amount not to exceed $1 million; and, be it

 

Further Resolved, That the Common Council urges all City employees to volunteer their vacation time or other free time to participate in Big Serve MKE activities as a demonstration of their commitment to serve the community, and to volunteer to participate in BIG Clean MKE cleanup campaigns.
