Whereas, Vacant homes contribute to increased neighborhood crimes rates; and
Whereas, Vacant homes offer a place for people to conduct criminal activities under cover of not being seen in the open; and
Whereas, People conducting criminal activities frequently seek out abandoned homes to squat in, sell drugs from, steal copper pipes and other items from, or to conduct other criminal activity; and
Whereas, Vacant homes contribute to a run-down landscape, including trash, overgrown grass, and pest problems that can spill over into neighboring properties; and
Whereas, Vacant homes can present safety hazards to neighbors and first responders; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of City Development is directed to partner with the Department of Neighborhood Services, Police Department, and the Office of Violence Prevention to establish a maintenance and security plan for reducing the impact of vacant City-owned homes on neighborhood crime rates.
