Resolution relative to acceptance, and funding of a Seat Belt 2018/19 Enforcement grant (Police Department).
Analysis:
This resolution authorizes the Milwaukee Police Department to accept and fund a Seat Belt Enforcement grant from the U.S. Department of Transportation through the Wisconsin Department of Transportation in the amount of $83,600 with an additional In-Kind Local Match of 25% ($20,900) for a total grant award of $104,500. The purpose of this grant is to encourage seat-belt enforcement in areas with low seatbelt usage.

Whereas, Under the terms of CFDA #20.616 the City of Milwaukee appears to be eligible for a Seat Belt Enforcement grant from the U.S. Department of Transportation through the Wisconsin Department of Transportation, Bureau of Transportation Safety, and
Whereas, The operation of this grant from 10/1/18 to 09/30/19 would cost $104,500 of which $83,600 will be funded by the Grantor and $20,900 will be funded by the MPD and its partners as an In-Kind Local Match (25%); now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that acceptance and funding of a Seat Belt Task Force grant is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code Ordnances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2018 Special Revenue-Grant and Aid Projects, the following amount for the program titled: 2018-2019 Seat Belt Enforcement Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
Transfer funds within the project budget as long as the amount expended for each
specific purpose does not exceed the amount authorized by the budget by 10 percent; and
Enter into agreements as detailed in the grant budget.
