Title:
Resolution relative to application, acceptance and funding of a Traffic and Criminal Software Implementation/Expended Use Grant.

Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a Traffic and Criminal Software (TraCS) Implementation/Expended Use Grant from the Wisconsin Department of Transportation, Bureau of Transportation Safety in the amount of $29,540, with a city share of $0 and a grantor share of $29,540. The purpose of this grant is to fund materials and supplies that will enable the Department to send the greatest possible number of electronic records to the State of Wisconsin as soon as possible, which ultimately will produce high-quality data that can be used to plan, administer and evaluate public safety programs at state and local levels.

Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Transportation, Bureau of Transportation Safety for a TraCS Implementation/Expended Use Grant; and

Whereas, The operation of this grant from 04/07/09 to 04/07/10 would cost $29,540, of which 100% would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Department of Transportation, Bureau of Transportation is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2009 Special Revenue-Grant and Aid Projects, the following amount for the program titled: TraCS Implementation/Expanded Use Grant

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

3. Establish the necessary City Share Project Values; and, be it

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
