Resolution relative to the cost participation under the 2009 Highway Safety Improvement Program for the installation of traffic signal improvements at the intersection of West Oklahoma Avenue and South 35th Street in the 8th and 11th Aldermanic Districts at a total estimated cost of $4,126.08, with an estimated grantor share of $3,713.47, and an estimated City share of $412.61. 

Analysis

This resolution authorizes the Commissioner of Public Works and Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation under the 2009 Highway Safety Improvement Program for the installation of traffic signal improvements at the intersection of West Oklahoma Avenue and South 35th Street in the 8th and 11th Aldermanic Districts at a total estimated cost of $4,126.08, with an estimated grantor share of $3,713.47, and an estimated City share of $412.61, and to install these improvements upon execution of the agreement.  This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project. 

Body

Whereas, The Common Council of the City of Milwaukee authorized execution of a Project Agreement for the installation of traffic signal improvements at the intersection of West Oklahoma Avenue and South 35th Street under the 2009 Highway Safety Improvement Program (HSIP) under File Number 071689; and 

 

Whereas, The Surface Transportation Program provides cost participation for the construction of traffic control signal improvements in conjunction with Federal/State Aid under the 2009 HSIP; and

 

Whereas, The HSIP is intended to reduce the number and severity of vehicle and pedestrian crashes; and

 

Whereas, Traffic signal improvements proposed to be implemented under this project include the installation of a vehicle actuated left turn signal phase for southbound South 35th Street at the West Oklahoma Avenue intersection; and

 

Whereas, The total estimated cost of this project is $4,126.08 for the installation of traffic signal improvements; and

 

Whereas, Ten percent of the participating costs, or $412.61, is not reimbursable and is included in the Division’s 2009 Capital Purpose Project/Grant Number ST320090000; and

 

Whereas, Ninety percent of the participating project costs, or $3,713.47, is reimbursable from the Wisconsin Department of Transportation (WISDOT), and should be earmarked for this project in the 2009 Capital Grant and Aids Projects Fund Project/Grant Number SP032090100; and

 

Whereas, The State cannot proceed with any project cost overruns and/or changes in scope of more than 5% without prior Department of Public Works approval; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to enter into a funding agreement and are directed to execute the contract with WISDOT for the installation of traffic signal improvements at the intersection of West Oklahoma Avenue and South 35th Street with unit prices based on a predetermined estimate prepared under the Federal/State aided highway program, a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it

 

Further Resolved, That upon approval of this contract, the Commissioner of Public Works is directed to install traffic signal improvements at the intersection of West Oklahoma Avenue and South 35th Street; and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
