Title

Resolution authorizing the execution of an agreement with MillerCoors, LLC for the installation, operation, and maintenance of two new electronic traffic control signs on West State Street approximately 825 feet east of North 45th Street and on West State Street approximately 125 feet west of North 38th Street in the 10th and 15th Aldermanic Districts, total cost is $2,000.00, which is all grantor funds.

Analysis

This resolution authorizes the Commissioner of Public Works to install and enter into funding agreements for two electronic traffic signs along State Street in what is known as Miller Valley.  Full funding is provided by MillerCoors, LLC. One traffic sign will be installed on West State Street approximately 825 feet east of North 45th Street in the 10th Aldermanic District and one traffic sign will be installed on West State Street approximately 125 feet west of North 38th Street in the 15th Aldermanic District, total cost is $2,000.00, which is all grantor funds.

Body

Whereas, MillerCoors owns properties on both sides of West State Street in Miller Valley which includes several signalized and non-signalized intersections and a variety of driveways and access points which experience both heavy motor vehicle traffic and daily pedestrian traffic consisting of employees, visitors and guests of MillerCoors; and

 

Whereas, MillerCoors approached the City with a request for actions to control the vehicular speeds in Miller Valley; and

 

Whereas, Two new electronic signs along West State Street in Miller Valley that measure and display a vehicle’s travel speed with a static speed limit sign to test the technology and determine their effectiveness in controlling vehicle speeds; and

 

Whereas, That due to the characteristics of Miller Valley, including but not limited to the geometry, sight lines and the number of visitors walking the sidewalks during tours, the City will install and maintain the electronic signs with all associated costs paid for by MillerCoors as set forth in the attached agreement; and

 

Whereas, One sign is proposed to be installed on West State Street approximately 825 feet west of North 45th Street for eastbound traffic and one sign is proposed to be located on West State Street approximately 125 feet west of North 38th Street for westbound traffic; and

 

Whereas, The signs and all related equipment will be provided by MillerCoors; and

 

Whereas, The total estimated combined installation cost is $2,000, 100 percent of which is being provided by MillerCoors and this amount is not included in Division accounts, and should be earmarked for this project in the 2009 Capital Grant and Aids Projects Fund Project/Grant Number SP032090100; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works be and hereby is directed to execute the agreement with MillerCoors pertaining to the cost participation for the installation, operation, and maintenance of two new electronic traffic control signs on West State Street approximately 825 feet east of North 45th Street and on West State Street approximately 125 feet west of North 38th Street, a copy of which is attached to this Common Council Resolution File, and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That upon approval of this agreement, the Commissioner of Public Works is authorized to install two new electronic traffic control signs on West State Street approximately 825 feet east of North 45th Street and on West State Street approximately 125 feet west of North 38th Street; and, be it

 

Further Resolved, That upon approval of these agreements, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy.
