Title

Analysis
This ordinance:
1. Prohibits a person from serving as an appointed or elected commissioner while the person is employed by the community relations - social development commission.
2. Reduces the number of signatures required to be obtained on verified nomination papers from 200 to 50.
3. Allows election of write-in candidates.
4. Staggers the terms of elected commissioners.
5. Allows the board of commissioners to fill a vacancy occurring during the term of an elected commissioner by board election.
6. Exempts a partial term of less than 12 months from being considered a “term” for purposes of the 2-term limitation on commissioners’ service.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 320-23-0 of the Code is amended to read:
320-23. Community Relations - Social Development Commission.
3. COMPOSITION. The commission shall be comprised of 18 citizens residing in the county, each of whom shall hold the title of commissioner. The commission shall be nonpartisian and shall include representatives of the clergy and minority groups. One-third of the commissioners shall be representatives of low income residents of the county; one-third of the commissioners shall be representatives of public officials; and one-third of the commissioners shall be representatives of private agencies and organizations in the county.
