Title

Substitute resolution relative to the acceptance of 2018-19 grant funding from the Association of Public Health Laboratories (APHL)/Division of Tuberculosis Elimination, Centers for Disease Control and Prevention (CDC). 

Analysis

This resolution authorizes the Health Department to accept and fund the MHD Laboratory from the Association of Public Health Laboratories (APHL)/Division of Tuberculosis Elimination, Centers for Disease Control and Prevention (CDC) in the amount of $24,436.  The purpose of this grant will enable the MHD Laboratory to implement internal Interferon Gamma Release Assay (IGRA) testing for the detection of Mycobacterium tuberculosis which is currently being outsourced.  

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the APHL/DTBE, CDC to provide public health testing and consultative services; and

 

Whereas, The continued operation of this grant program from 11.01.2018 to 06.30.2019 would cost $24,436; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application of this grant from the APHL/DTBE, CDC is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to commit funds within the Project/Grant Parent of the 2019 Special Revenue Grant and Aid Project fund, the following amount for the project titled APHL/DTBE, CDC Grant:

Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it

 

Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and

 

2.                     Expend from the 2018 grant budget funds for specific items of equipment; and

 

3.                     Enter into subcontracts and leases as detailed in the grant budget;
