Analysis

This resolution directs the Chief Information Officer to cooperate with City departments to establish a strategic plan for technology development and implementation. The strategic plan should aim to reduce the City’s dependence on proprietary technologies.

Body

Whereas, The role of information technology departments in city governance have increased exponentially over the past decade, and up-to-date technology is fundamental in ensuring every citizen is given access to government and its services; and

 

Whereas, Proprietary technology is a significant cost to the City of Milwaukee, and is not always as efficient or cost-saving as the technology has the potential to be; and

 

Whereas, In recent years, cities of similar size to Milwaukee have expanded their use of in-house technology so as to have more efficient services and increase transparency to the public; and

 

Whereas, The 2019 adopted City Budget contains a footnote directing the Chief Information Officer to establish a plan for in-house technology development and implementation; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Chief Information Officer shall cooperate with City departments to establish a strategic plan for technology development and implementation to reduce the City’s dependence on proprietary technologies; and, be it

 

Further Resolved, That the Chief Information Officer shall update the Common Council on the plan within 3 months of the adoption of this resolution.
