Title

A substitute ordinance to further amend the 2019 rates of pay of offices and positions in the City Service.

Analysis

This substitute ordinance changes the rates of pay in the following departments:

All Departments, Department of Administration, Comptroller, Health Department, Municipal Court, Police Department

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 1AX, delete the (3) designation from and add the (1) designation to the title

“Building Services Supervisor II (3)”; delete the title “Urban Forestry Supervisor (1)”, and delete the title “Water Distribution Supervisor I (3)”.

 

Under Pay Range 1BX, delete the title “Housing Manager III”.

 

Under Pay Range 1CX, delete the titles “Nuisance Control Supervisor” and “Residential Rehabilitation Supervisor”.

 

Under Pay Range 1DX, delete the titles “Health Center Operations Manager”, “Lead Grant Manager”, “Lead Hazard Prevention Manager”, “Plant Automation Specialist”, “Shop and Maintenance Supervisor (2)”, and “Water Meter Project Manager”.

 

Under Pay Range 1EX, delete the titles “Public Works Accounting Manager” and “Security Operations Manager”.

 

Under Pay Range 1FX, delete the title “Infrastructure Support Services Manager”.

 

Under Pay Range 1GX, delete the title “Research and Analysis Manager”.

 

Under Pay Range 1HX, delete the title “Fire Information Systems Manager (1)”.

 

Under Pay Range 1IX, delete the title “Enterprise Information Manager”.

 

Under Pay Range 1JX, delete the titles “Port Operations and Trade Director” and “Special Deputy City Treasurer”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2019 - December 30, 2018):

 

Under Pay Range 1GX, add footnote designation “(8)” to the title of “IT Support Services Supervisor” and create footnote “(8)” to read as follows:

 

“(8)                     Recruitment may be at any rate in the range with the approval of DER.”

 

Part 3.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2019 - January 13, 2019):

 

Under Pay Range 1GX, add the titles “Assistant Accounting Manager” and “Assistant Grants Fiscal Manager”.

 

Part 4.  Part 1, Section 2 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 2DN, delete the titles “Business Services Specialist - NSP (12)”, “Management Services Specialist”, “Rent Assistance Coordinator (2)”, “Special Code Enforcement Inspector (6) (7) (8)”, and delete footnotes (2), (6), (7), and (8) in their entirety.

 

Under Pay Range 2EX, delete the titles “Fiscal Review Analyst Associate”, “Health Project Coordinator - ACHP”, “Health Project Coordinator - Childhood Wellness”, “Health Project Coordinator - Emergency Preparedness”, “Health Project Coordinator - Immunizations”, “Health Project Coordinator - Tobacco and Men’s Health”, “Health Project Coordinator - Violence Prevention”, and “Safety and Civic Coordinator”.

 

Under Pay Range 2FX, delete the titles “Health Project Coordinator - Public Health Surveillance”, “Lead Project Coordinator (LDG)”, and “Rental Rehabilitation Specialist”.

 

Under Pay Range 2GN, delete the title “Zoning and Development Coordinator (4)” and amend footnote (6) so that it reads:

 

“(6)                      Career Ladder Position. Recruitment is at $2,390.46 biweekly ($62,151.96). Employees will advance to the next rate in the following range upon certification by the Commissioner - Building Inspection of having attained the required skills, job performance, and demonstrated competencies: $2,390.46; $2,481.04; $2,571.65; $2,662.27; $2,752.85; and $2,843.46 biweekly ($62,151.96; $64,507.04; $66,862.90; $69,219.02; $71,574.10; and $73,929.96).”

 

Under Pay Range 2GX, delete the titles “Revenue and Financial Services Assistant”, “Utilities Services Liaison”, “Grant Monitor - Homeland Security”, “Healthcare Outreach Coordinator”, and “Water Information Systems Security Manager”.

 

Under Pay Range 2HX, delete the titles “Healthcare Outreach Coordinator” and “Water Information Systems Security Manager”.

 

Under Pay Range 2IX, delete the titles “Engineering Systems Analyst” and “Equipment Acquisition and Dispatch Coordinator (1)”.

 

Under Pay Range 2JX, delete the titles “Public Relations Manager” and “Research Services Specialist”.

 

Under Pay Range 2LX, delete the title “Police Finance and Planning Manager (1)” and delete footnote (1) in its entirety.

 

Under Pay Range 2MX, delete the title “Housing Outreach Director”.

 

Part 5.  Part 1, Section 2 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2019 - December 30, 2018):

 

Under Pay Range 2HX, add footnote designation “(5)” to the title of “Health Personnel Officer”.

 

Under Pay Range 2JX, add footnote “(2)” designation to the title of “Marketing and Communications Officer”.

 

Part 6.  Part 1, Section 2 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 2, 2019 - January 13, 2019):

 

Under Pay Range 2IX, delete the titles “Assistant Accounting Manager” and “Assistant Grant Fiscal Manager”.

 

Part 7.  Part 1, Section 3 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 3BN, delete the titles “Drafting Technician I” and “Nuisance Control Officer I (2) (3)”, and delete footnote (2) in its entirety.

 

Under Pay Range 3EN, delete the title “Nuisance Control Officer II (2)” and delete footnote (2) in its entirety.

 

Under Pay Range 3FN, delete the title “Drafting Technician II”.

 

Under Pay Range 3GN, delete the title “Code Enforcement Inspector I (7)” and amend footnote (10) so that it reads:

 

“(10)                      The premium rate received by employees when assigned to supervisory duties for a full shift in the Police Department shall be an additional one dollar ($1.00) per hour.”

 

Under Pay Range 3HN, delete the titles “Forestry Inspector I”, “Inspector, Docks and Dredging”, “Sewer Maintenance Scheduler (3)”, and delete footnote (3) in its entirety.

 

Under Pay Range 3JN, delete the titles “Code Enforcement Inspector II (1)”, “Forestry Inspector II (3)”, “Healthy Homes Inspector”, and delete footnotes (1) and (3) in their entirety.

 

Under Pay Range 3LN, delete the title “Inspection Specialist”.

 

Under Pay Range 3NN, delete the title “Drafting Technician IV”.

 

Under Pay Range 3QN, delete the title “Drafting Technician V”.

 

Part 8.  Part 1, Section 4 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 4RX, amend footnote (1) so that it reads:

 

“(1)                      An employee appointed to this title will be paid at the step that is higher than the employee’s previous rate of pay. An Assistant Fire Chief will advance to the next increment in the following range upon certification by the Fire Chief as having attained the appropriate job performance: $5,020.59; $5,171.20; $5,324.79; $5,481.94; and $5,591.58 biweekly ($130,535.34; $134,451.20; $138,444.54; $142,530.44; and $145,381.08). The initial appointment of incumbents into these steps will be with DER approval.”

 

Part 9.  Part 1, Section 5 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 5CN, delete the title “Lead Education Assistant”.

 

Under Pay Range 5DN, delete the title “Trade Development Assistant (2)”.

 

Under Pay Range 5HN, delete the title “Salvage and Sales Coordinator”.

 

Under Pay Range 5JN, delete the title “Research Assistant”.

 

Under Pay Range 5KN, delete the title “Operations Analyst”.

 

Part 10.  Part 1, Section 6 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 6CN, delete the title “Office Clerk I”.

 

Under Pay Range 6EN, delete the title “Health Access Interpreter (1)”.

 

Under Pay Range 6FN, delete the title “Office Clerk III (4)”.

 

Under Pay Range 6GN, delete the title “Programmer Trainee (1)”.

 

Under Pay Range 6HN, delete the title “Office Clerk IV (2)”.

 

Under Pay Range 6IN, delete the title “Inventory Clerk”.

 

Under Pay Range 6JN, delete the titles “Clerk Dispatcher II (1)” and “Infrastructure Stores Clerk IV (2)”.

 

Part 11.  Part 1, Section 7 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 7EN, delete the title “Lead Housing Maintenance Mechanic (6)”.

 

Under Pay Range 7HN, delete the title “Water Department Blacksmith (5)”.

 

Under Pay Range 7MN, delete the title “Painter Supervisor, House (1) (2) (3)” and delete footnote (1) in its entirety.

 

Under Pay Range 7NN, delete the title “Painter Supervisor, Ironwork”.

 

Part 12.  Part 1, Section 8 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 8FN, delete the title “Water Plant Operator I”.

 

Part 13.  Part 1, Section 9 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 9BN, delete the title “High School Intern”.

 

Under Pay Range 9JN, delete the title “Production Assistant”.

 

Part 14.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 15.  The provisions of Parts 2 and 5 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2019 (December 30, 2018).

 

Part 16.  The provisions of Parts 3 and 6 of this ordinance are deemed to be in force and effect from and after Pay Period 2, 2019 (January 13, 2019).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 17.  This ordinance will take effect and be in force from and after its passage and publication.
