Title

Resolution supporting U.S. Senate Bill 3363, relating to preventable morbidity and mortality in maternity care.

Analysis

This resolution supports U.S. Senate Bill 3363 which seeks to address maternal health care disparities for women of color, support states in eradicating maternal deaths, and compel nursing and medical schools to offer implicit bias training programs. This resolution also directs the Department of Administration-Intergovernmental Relations Division to lobby the U.S. Congress to enact such legislation.

 

Body

Whereas, Each year in the United States, about 700 women die of pregnancy-related causes, and more than 50,000 have severe pregnancy complications; and

 

Whereas, Chronic conditions such as high blood pressure, diabetes, heart disease, and obesity may put women at higher risk of pregnancy complications; and

 

Whereas, The Centers for Disease Control reports that Black women experience 40 maternal deaths per 100,000 live births, and other women of color experience 17.8 maternal deaths per 100,000 live births; and

 

Whereas, Health care providers, states and women must work together to prevent and control chronic conditions before and during pregnancy; and

 

Whereas, On August 22, 2018, U.S. Senator Kamala Harris introduced U.S. Senate Bill 3363 to support states in their work to end preventable morbidity and mortality in maternity care by using evidence-based quality improvement to protect the health of mothers during pregnancy, childbirth, and in the postpartum period; and

 

Whereas, Senator Kamala Harris proposes that U.S. Senate Bill 3363 create two grant programs to target implicit bias through training programs in nursing and medical school programs and to motivate health care providers to offer expanded services to reduce health care disparities impacting women of color; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City supports U.S. Senate Bill 3363, sponsored by Senator Kamala Harris, to support states in their work to end preventable morbidity in maternity care by using evidence-based quality improvement to protect the health of mothers during pregnancy, childbirth, and in the postpartum period and to reduce neonatal and infant mortality, to eliminate racial disparities in maternal health outcomes, and for other purposes; and, be it

 

Further Resolved, That the Department of Administration-Intergovernmental Relations Division is directed to lobby the U.S. Congress to enact such legislation; and, be it

 

Further Resolved, That the City Clerk shall forward a copy of this resolution to each member of Milwaukee’s delegation to the U.S. Congress.
