Body
WHEREAS, each year the Housing Authority is required to submit an Agency Plan to the U.S. Department of Housing and Urban Development (HUD); and

WHEREAS, the Agency Plan sets forth the Housing Authority’s goals and objectives, policies and the resources anticipated to be available to support its’ public housing and Section 8 Housing Choice Voucher Program operations and related services for the next fiscal year; and

WHEREAS, the goals for 2019 include but are not limited to continuing transformation of the Westlawn neighborhood under the Choice Neighborhood Initiative, implement Rental Assistance Demonstration (RAD) conversion on AMPs that are deemed feasible, open the family low income waiting list, continue efforts to improve Section 3 outcomes and processes, work with the City of Milwaukee on a regional plan to affirmatively further fair housing; and implementation of The Language Access Policy that establishes the Housing Authority’s commitment to providing free language assistance to Limited English Proficiency (LEP) persons.

WHEREAS, the 20199 submission includes the Annual Performance and Evaluation reports for 2016 CFP, 2015 CFP, 2014 CFP, 2014 CFP, 2016 RHF #1, 2016 RHF #2, 2015 RHF #1, 2015 RHF #2, 2014 RHF #2, 2013 RHF #2,


WHEREAS, the 2019 Agency Plan includes a modification to the definition of Significant Amendment and a detailed RAD Significant Amendment and RAD Project Based Voucher Administrative Plan that is due to HUD by October 18, 2018; and

WHEREAS, the Resident Advisory Board reviewed all documents included in the Plan and voted approval at their August 23, 2018 meeting; and

WHEREAS, HACM has developed its proposed 2019 Agency Plan in accordance with HUD’s electronic template requirements considering input from program clients and the general community; and
