Analysis

Body
WHEREAS, portions of the Westlawn public housing development (“Westlawn”) are in need of redevelopment; and

WHEREAS, the Housing Authority of the City of Milwaukee (HACM) received an allocation of Low Income Housing Tax Credits from the Wisconsin Housing and Economic Development Authority for the purpose of developing Westlawn Renaissance III LLC project, specifically identified as Buildings 2.2 and 2.3; and

WHEREAS, HACM was awarded a Choice Neighborhood Implementation Grant from the U.S. Department of Housing & Urban Development (HUD) and is also part of HUD’s Rental Assistance Demonstration Program; and

WHEREAS, HACM formed Travaux, Inc., an instrumentality, to strategically position its own development and construction capacity and provide services both to HACM and to entities outside of its portfolio; and

WHEREAS, the HACM, through its Secretary-Executive Director, in its capacity as Managing Member and developer of Westlawn Renaissance III LLC, recommends that Westlawn Renaissance III LLC enter into a contract with Travaux, Inc.; now, therefore, be it

RESOLVED, by the Housing Authority of the City of Milwaukee that they approve entering into a contract with Travaux, Inc. to be the General Contractor for Westlawn Renaissance III LLC project; and, be it

FURTHER RESOLVED, that the proper officers of the Authority are hereby authorized and directed to properly execute said contract for and on behalf of the Authority; and, be it

FURTHER RESOLVED, that if any extensions of the time of performance and changes in contract amount due to valid change orders are needed, the Secretary-Executive Director may approve such request without any further ac...
