Title
Resolution directing the Department of City Development to update the Fond du Lac and North Area Comprehensive Plan, part of the City of Milwaukee’s Overall Comprehensive Plan, and authorizing a transfer of funds from the Capital Improvements-Advance Planning Fund to a subaccount for the Fond du Lac and North Area Comprehensive Plan Update, in the 4th, 6th, 7th and 15th Aldermanic Districts.
Analysis
This resolution directs the Department of City Development to prepare an area comprehensive plan for the Fond du Lac and North Area that, upon approval of the Common Council, will replace the existing Fond du Lac and North Area Comprehensive Plan as part of the City of Milwaukee’s Overall Comprehensive Plan and authorizes a transfer of funds from the Capital Improvements-Advance Planning Fund to a subaccount for the Fond du Lac and North Area Comprehensive Plan Update.
Body
Whereas, Section 66.1001, Wisconsin Statutes, requires that all cities adopt a comprehensive plan and specifies that comprehensive plans shall be updated no less than once every ten years; and
Whereas, On March 19, 2004, the Common Council of the City of Milwaukee (“Common Council”) adopted File No. 031312 that approved the Fond du Lac and North Area Comprehensive Plan as an element of the Comprehensive Plan of the City of Milwaukee (“City”); and
Whereas, The Fond du Lac and North Area Comprehensive Plan is the oldest of the 14 area comprehensive plans, which are part of the City’s overall comprehensive plan; and
Whereas, The City’s procedures for comprehensive planning call for the creation of plan updates, based on emerging land use issues and opportunities, neighborhood input and other factors; and
Whereas, The Fond du Lac and North Area is in need of an updated area comprehensive plan to guide investment, development and land use decisions for the next ten to twenty years; and
Whereas, The Fond du Lac and North Area is generally bounded by West Burleigh Street to the north, I-94 to the east, West Vliet Street to the south and North 35th Street to the west; and
Whereas, Local community based organizations have done significant community planning in recent years and the creation of a new area comprehensive plan will provide an opportunity for the recommendations of these initiatives to be formally adopted as part of the Comprehensive Plan of the City; and
Whereas, Pursuant to the update and amendment procedure for comprehensive planning adopted by Common Council File No. 161076, the planning process will involve extensive community engagement and public participation; and
Whereas, Public participation in the planning process is critical to ensure that the Fond du Lac and North Area Comprehensive Plan Update reflects the goals of the local community and considers issues identified by key stakeholder groups; and
Whereas, The preparation of the plan will require coordination with various community based organizations to facilitate community engagement and technical assistance from outside consultants, which may include the preparation of a market analysis for the area, and funds are necessary for such services; and
Whereas, The current unencumbered balance in the Capital Improvements-Advance Planning Fund cannot be expended unless they are transferred to a specific subaccount; and
Whereas, The Department of City Development (“DCD”) will work with community partners to identify additional private and philanthropic funds to augment City funds designated for the Fond du Lac and North Area Comprehensive Plan Update; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that DCD is hereby directed to update the Fond du Lac and North Area Comprehensive Plan; and, be it
Further Resolved, That the updated Fond du Lac and North Area Comprehensive Plan will require approval by the City Plan Commission and the Common Council prior to its adoption as part of the overall Comprehensive Plan of the City; and, be it
Further Resolved, That the City Comptroller is directed to transfer the amount of $50,000 from the Capital Improvements-Advance Planning Fund Account No. UR01218000A to be allocated to the Fond du Lac and North Area Comprehensive Plan Update Subaccount No. UR01280150 to be used by DCD to support the updating of the Fond du Lac and North Area Comprehensive Plan; and, be it
Further Resolved, That DCD is directed to enter into such contracts and agreements, as necessary, to update the Fond du Lac and North Area Comprehensive Plan.
