Title:
Resolution relative to acceptance and funding of a 2018 Homeland Security Armored Vehicle Grant.

Analysis:
This resolution authorizes the Milwaukee Police Department (MPD) to accept and fund a Homeland Security Armored Vehicle Grant from the State of Wisconsin Emergency Management Department of Military Affairs (DMA), in the amount of $225,000 with a city share of $0, and a grantor share of $225,000. The purpose of this funding is to purchase a new armored “Bearcat” vehicle for the purpose of responding to high-risk situations and protecting personnel. The armored vehicle provides ballistic protection from high-caliber rifles that would allow personnel to respond safely to high-risk situations.

Body:
Whereas, Under CFDA 97.067, the City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin DMA; and

Whereas, The total cost of the armored vehicle purchase will be approximately $250,000, with the difference being paid by the MPD; and

Whereas, The operation of this grant from 10/15/18 to 11/29/2019 would cost $225,000, 100% would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

Further Resolved, That, the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2018 Special Revenue-Grant and Aid Projects, the following amount for the program titled: 2018 HS Armored Vehicle Grant.
