Analysis
This ordinance establishes a city health advisory committee to make policy recommendations to the common council and the health department to address public health concerns. The health advisory committee shall be composed of 13 members, of whom 9 adult members shall be appointed by the chair of the public safety and health committee, subject to confirmation by the common council, and 4 youth members shall be appointed by the chair of the public safety and health committee, subject to confirmation by the common council. Each member of the committee shall have a demonstrated interest or competence in the field of public health or community health.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 320-34 of the code is created to read:
320-34. Health Advisory Committee.
1. ESTABLISHMENT. There is created a health advisory committee to advise the
common council and the health department on matters affecting the health of Milwaukee residents.
2. COMPOSITION. a. The health advisory committee shall be composed of 13
members as follows:
a-1. 9 adult members, each appointed by the chair of the public safety and health committee, subject to confirmation by the common council.
a-2. 4 youth members representing districts with significant public health concerns impacting youth, each appointed by the chair of the public safety and health committee, subject to confirmation by the common council. If the chair is unable to fill a youth member position, he or she may appoint an adult member in lieu thereof.
b. Each member of the health advisory committee shall have a demonstrated interest or competence in the field of public health or community health.
3. DUTIES. The health advisory committee shall advise the common council concerning:
a. Policy matters affecting the health of city residents.
b. Roles and functions of the health department.
c. Proposed priorities of the health department.
d. Complaints and views expressed by residents affected by the delivery of public health services in the city.
4. TERM OF OFFICE. a. Term. Each member of the health advisory committee members shall serve a 2-year term.
b. Reappointment. Members of the advisory committee may be reappointed, but shall not serve more than 3 consecutive terms.
c. Vacancy. When a vacancy occurs in the health advisory committee, the appointing authority shall make an appointment within 60 days after the vacancy occurs. A vacancy shall be filled for the expired term in the same manner as the original appointment.
5. ORGANIZATION. The health advisory committee shall meet at least monthly, and may meet at such additional times as the committee determines or the chair directs. The chair shall be elected by vote of the health advisory council.
6. OPEN MEETINGS. All meetings of the health advisory committee shall be publicly held open to all residents at all times in accordance with subc. V of ch. 19, Wis. Stats.
7. STAFFING. The health department shall provide staff assistance to the health advisory committee. All city departments shall cooperate with the committee and provide assistance whenever the advisory committee so requests.
8. ANNUAL REPORTS. The advisory committee shall submit a written annual report of its activities under this section to the common council and the mayor.
