Title
Resolution relative to application for and acceptance and expenditure of 2019 State of Wisconsin recycling aid.

Analysis
This resolution authorizes the Commissioner of Public Works to apply for, accept and expend, a 2019 State of Wisconsin Basic Recycling Grant and a Recycling Consolidation Grant. These grants, in the estimated amounts of $2,170,000 and $150,000, respectively, will be used to fund continuation of the City’s recycling program.

Whereas, The City of Milwaukee appears to be eligible for 2019 Basic Recycling Grant and Recycling Consolidation Grant funds from the Wisconsin Department of Natural Resources for continuation of the City’s recycling program; and

Whereas, The operation of this grant-supported recycling and yard waste program from January 1, 2019, through December 31, 2019, will cost an estimated $13,600,000 of which $11,280,000 (83%) will be provided by the City and $2,320,000 (17%) will be provided by the grantor; and

Whereas, The City of Milwaukee hereby requests financial assistance under s. 287.23, Wis. Stats., Chapters NR 542, 544 and 549, Wis. Admin. Code, for the purpose of planning, constructing or operating a recycling program with one or more components specified in s. 287.11(2)(a) to (h), Wis. Stats.; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, That the Commissioner of Public Works is authorized to act on behalf of the City of Milwaukee to submit an application for and accept financial assistance from the Wisconsin Department of Natural Resources under s. 287.23, Wis. Stats., Chapters NR 542, 544 and 549, Wis. Admin. Code, sign necessary documents, and submit a final report without further Common Council approval, unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it
