Title

Resolution approving a lease between the Redevelopment Authority of the City of Milwaukee and the Northwest Side Community Development Corporation for 4101 North 31st Street, in the 1st Aldermanic District.

Analysis

This resolution authorizes the Redevelopment Authority to lease 4101 North 31st Street according to the conditions in the Land Lease Report.

Body

Whereas, The Redevelopment Authority of the City of Milwaukee (“RACM”) and its partners have been working to revitalize the area known as the 30th Street Industrial Corridor by supporting environmental cleanup, sustainable redevelopment and economic development; and

 

Whereas, The property located at 4101 North 31st Street is a RACM-owned vacant brownfield site in the northern portion of the 30th Street Industrial Corridor, with limited reuse potential due to its irregular shape and the existence of an MMSD easement on the site for access to the deep tunnel system; and

 

Whereas, RACM and the Northwest Side Community Development Corporation (“NWSCDC”) are collaboratively pursuing a redevelopment project at 4101 North 31st Street to create a green space that would function as a green infrastructure education and training facility named, “Green Tech Station;” and

 

Whereas, RACM has already secured funds from the U.S. Environmental Protection Agency for brownfield cleanup and NWSCDC has already secured funds from the U.S. Forest Service for storm water tree planting and from MMSD for green infrastructure installation; and

 

Whereas, NWSCDC has agreed to install and maintain the green infrastructure and other site elements as well as manage the educational and training programming at the site; and

 

Whereas, The City Attorney’s Office has negotiated a Lease Agreement with NWSCDC that allows the lessee to perform this construction, maintenance and program management; and

 

Whereas, RACM conducted a public hearing on the proposed lease on August 23, 2018, as required by Wisconsin Statutes; and

 

Whereas, Pursuant to Wisconsin Statutes and as a condition precedent to the sale, lease or transfer of land, RACM submits herewith a Land Lease Report, a copy of which is attached to this Common Council File, describing the terms and conditions of the proposed lease; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Land Lease Report, with respect to the proposed lease of 4101 North 31st Street, and the Lease Agreement with NWSCDC are approved; and, be it

 

Further Resolved, That the proper RACM officials, in consultation with the City Attorney's Office, are authorized to make non-substantive changes to the lease, without further RACM or Common Council action, and to take such further actions as may be required to effectuate the intent of this resolution.
