Title

Analysis

This resolution authorizes the Commissioner of Public Works to accept and fund a Great Lakes Restoration Initiative grant from the Milwaukee Metropolitan Sewerage District, with a maximum reimbursement amount $85,000, for the installation of a green alley in a portion of the alley between South 9th Street and South 10th Street, between West Lapham Boulevard and West Historic Mitchell Street.

Body

Whereas, The Department of Public Works - Parking Services Division has capital funding of $255,000 for redevelopment of the 10th and Mitchell Street parking lot; and

 

Whereas, The Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and

 

Whereas, Green infrastructure, such as bioswales and green alleys, reduce the volume of stormwater in the sewer system and the amount of pollutant discharged to surface water; and

 

Whereas, The MMSD has offered to reimburse the City, through a Great Lakes Restoration Initiative grant not to exceed $85,000, for the installation of a green alley in a portion of the alley between South 9th Street and South 10th Street between West Lapham Boulevard and West Historic Mitchell Street; and

 

Whereas, Plans, specifications and cost estimates have been prepared for this project; and

 

Whereas, The cost of this project is expected to be less than $85,000, so no expenditures by the City will be needed to complete this green alley installation; noe, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized to accept the Great Lakes Restoration Initiative grant from the Milwaukee Metropolitan Sewerage District to install a green alley in a portion of the alley between South 9th Street and South 10th Street between West Lapham Boulevard and West Mitchell Street, without further Common Council action; and, be it

 

Further Resolved, That upon approval of an agreement between Department of Public Works - Parking Services and the Milwaukee Metropolitan Sewerage District to install this green alley, the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed $85,000, for the grantor's share as follows:

Further Resolved, That the Commissioner of Public Works is authorized and directed to execute an agreement between the City of Milwaukee and the Milwaukee Metropolitan Sewerage District obligating the Sewerage District to maintain the installed green alley; and, be it

 

Further Resolved, That the Commissioner of Public Works, on behalf of the City of Milwaukee, is authorized to enter into subcontracts and leases as needed to install this green alley in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
