Analysis

This ordinance increases the amount charged for both Basic Life Support and Basic Life Support -Emergency ambulance conveyances for 2 categories of patients established by the code: residents and non-residents. The increases are as follows:

1. For residents, a 4.4% increase from $422 to $441.

2. For non-residents, a 4.4% increase from $488 to $510.

This ordinance also increases the amount charged for mileage. Mileage is defined as the distance traveled with the patient in the ambulance from point of origin to destination. The rate, for both residents and non-residents is increased from $12.60 per mile to $14.00 per mile. The new rate reflects an 11.1% increase.  In addition, the Milwaukee Fire Department is now allowed to charge $441 for basic life support transport for a bariatric patient and $441 to Medicare for a cardiac arrest patient who is not resuscitated in the field.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 75-15-14-c-1 to 3 of the code is amended to read:

 

75-15. Ambulance Certification Regulations.

 

14. DETERMINING RATES BILLED BY PRIVATE SECTOR PROVIDERS.

c-1. For patients who are residents of the city of Milwaukee, for basic life support, [[$422]]>>$441<<and, for basic life support-emergency, [[$422]]>>$441<<. When patients require treatment without transport, a [[$75]] >>$105<< basic life support non-transport fee applies.

 

c-2. For patients who are not residents of the city of Milwaukee, for basic life support, [[$488]]>>$510<< and, for basic life support - emergency, [[$488]]>>$510<<. When patients require treatment

without transport, a [[$125]] >>$150<< basic life support non-transport fee applies.

 

c-3. In addition to the charges provided in subds. c-1 and 2, a charge of [[$12.60]]>>$14.00<< per mile.

Part 2.  Section 75-15-17-e of the code is renumbered to g.

 

Part 3.  Section 75-15-17-e of the code is created to read:

 

17. CHARGES FOR PATIENT SERVICES DELIVERED BY THE FIRE DEPARTMENT.

e.  When the fire department performs a basic life support transport for a bariatric patient the department is authorized to charge the rate specified in sub. 14-c-1.

 

Part 4.  Section 75-15-17-f of the code is created to read:

 

f.  When the fire department provides advanced life support services to a cardiac arrest patient who is not resuscitated in the field the department is authorized to charge medicare the rate specified in sub. 14-c-1.
