Analysis
This resolution directs the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of State legislation to amend Wisconsin State statutes to allow the operation of motorized scooters upon the highway.

Body

Whereas, Dockless motorized scooters may be a beneficial addition to the city’s transportation network; and

Whereas, The City recognizes that dockless motorized scooters have the potential for causing disruption and hazards in the public right-of-way; and

Whereas, State statutes govern vehicles operated upon the highway; and

Whereas, Municipalities are required to uniformly adopt State statutes; and

Whereas, State statutes require motor vehicles to have a certificate of title, be registered with the state, and meet certain safety standards; and

Whereas, Certain vehicles, like bicycles, Segways and various agricultural vehicles are exempt from state title and registration requirements; and

Whereas, The motorized scooters deployed in the City by Bird Rides, Inc., are not included in the list of vehicles exempted from state title and registration requirements; and

Whereas, The City lacks the authority to legalize the operation of motorized scooters upon the highway; now, therefore, be it

Resolved by the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division is directed to seek introduction and passage of State legislation to allow the operation of motorized scooters upon the highway; and, be it
