Title
Substitute resolution amending File #160374 regarding the Lead Hazard Reduction Demonstration Grant from the U.S. Department of Housing and Urban Development.
Analysis
This resolution authorizes the Health Department to accept and fund the Lead Hazard Reduction Demonstration Grant from the U.S. Department of Housing and Urban Development (HUD) in the amount of $5,180,373 comprised of $3,400,000 (66%) in grantor share and $1,780,372 (34%) in various City, Grant and Homeowner matching funds. The purpose of the project is to make an additional 600 housing units lead-safe and to collaborate with Dept. of City Development, Dept. of Neighborhood Services and Housing Authority of the City of Milwaukee to improve the number of safe and habitable housing units in the City of Milwaukee.
BODY
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Housing and Urban Development to make an additional 600 housing units lead-safe in Milwaukee; and
Whereas, The operation of this grant project from 11/01/16 to 10/31/19 would cost $5,180,373; $3,400,000 (66%) to be provided by the grantor and $1,780,372 (34%) in various matching funds; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Housing and Urban Development is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2016 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Lead Hazard Reduction Demonstration Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement;

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2016 grant budget funds for training and out-of-town travel by departmental staff;
3. Expend from the 2016 grant budget funds for specific items of equipment;
4. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2018 Positions Ordinance C.C. File Number 170681, should be amended as follows:
