Title

A substitute ordinance to further amend the 2018 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Department of Administration, City Treasurer, Election Commission, Fire and Police Commission, Health Department, Police Department, Department of Public Works

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 170681 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under “Health Department, amend footnotes “(D)” and “(I)” to read as follows:

 

“(D)                     To expire 07/31/19 unless the Epidemiology and Laboratory Capacity Grant is extended.”

 

“(I)                     To expire 9/30/19 unless the Preventive Health Grant is extended.”

 

Under “Family and Community Health Services Division”, add one position of “Family and Community Health Operations Manager (X)(Y)”.

 

Under “Disease Control and Environmental Health Services Division, HIV Risk Reduction Grant”, delete one position of “Nurse Practitioner (X)(BBB)”.

 

Under “Sexually Transmitted Disease Clinic”, delete one position of “Nurse Practitioner (X)”, add one position of “Communicable and Infectious Disease Program Manager (X)(Y)”, and add two positions of “Nurse Practitioner (X)(U)”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 170681 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2018 - December 31, 2017):

 

Under “Fire and Police Commission”, delete three positions of “Investigator/Auditor”, add two positions of “Fire and Police Commission Investigator/Auditor”, add one position of “Fire and Police Commission Investigator/Auditor - Bilingual”, delete two positions of “Risk Management Specialist”, add one position of “Fire and Police Commission Risk Management Manager”, and add one position of “Fire and Police Commission Risk Management Auditor”.

 

Under “Health Department, Compliance & Finance Division, Finance,” delete one position of “Grant Budget Specialist (X)(Y)” and add one position of “Accounting and Grant Specialist (X)(Y)”.

 

Under “Department of Public Works - Administrative Services Division, Safety Section, delete one position of “Streetcar Safety Manager” and add one position of “Safety Manager”.

 

Under “Department of Public Works - Infrastructure Services Division, Administration & Central Services Division Unit, Administration and Transportation Section”, delete one position of “Streetcar Systems Manager” and add one position of “Streetcar System Manager”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 170681 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 15, 2018 - July 15, 2018):

 

Under “City Treasurer, Administration”, delete one position of “Investments and Financial Services Manager (Y)’’, delete one position of “Special Assistant to the City Treasurer”, add one position of “Investments and Financial Services Director (Y)”, and add one position of “Tax Billing and Collection Manager (Y)”.

 

Under “Customer Services Division”, delete six positions of “Customer Service Representative II (Y)”, add five positions of “Customer Service Representative III (Y)”, and add one position of “Customer Service Representative III - Bilingual (Y)”.

 

Under “Tax Enforcement Division”, delete one position of “Program Assistant II (Y)” and add one position of “Tax Enforcement Specialist (Y)”.

 

Under “Investments and Financial Services Division”, delete one position of ‘Accounting Assistant I (Y)” and add one position of “Accounting Assistant III (Y)”.

 

Under “Revenue Collection Division”, delete one position of “Lead Teller (Y)”, delete one position of “Teller (Y)”, add one position of “Revenue Collection Specialist (Y)”, and add one position of “Teller - Bilingual (Y)”.

 

Under “Police Department, Technical Communications Division”, delete one hundred thirty-five (135) positions of “Emergency Communications Operator II (G)” and add one hundred thirty-five (135) positions of “Emergency Communications Operator (G)”.

 

Part 4.  Part 1, Section 1 of ordinance File Number 170681 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 16, 2018 - July 29, 2018):

 

Under “Department of Administration - Information and Technology Management Division, Applications and Development Section”, delete one position of “IT Project Coordinator” and add one position of “IT Project Manager”.

 

Under “Election Commission, Registration Division”, delete nine positions of “Temporary Office Assistant II (0.39 FTE)”, add eight positions of “Temporary Program Assistant I (0.39 FTE)”, and add one position of “Temporary Election Services Office Administrator (0.39 FTE)”.

 

Under “Health Department, Consumer Environmental Health Division”, delete one position of “Environmental Health Specialist (X)” and add one position of “Consumer Environmental Health Coordinator (X)(Y)”.

 

Under “Disease Control and Environmental Health Services Division, Home Environmental Health, Lead Hazard Reduction Demonstration Grants (HUD)(RR)”, add one position of “Lead Project Specialist (X)(QQ).”

 

Part 5.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 6.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2018 (December 31, 2017).

 

Part 7.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 15, 2018 (July 15, 2018).

 

Part 8.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 16, 2018 (July 29, 2018).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
