Title

Resolution authorizing the transfer of funds from the Capital Improvements-Advance Planning Fund account to a subaccount to support the development of a Beerline Trail Implementation Plan, in the 6th Aldermanic District.

Analysis

This resolution transfers $15,000 in funds from the 2018 Capital Improvements-Advance Planning Fund account into a subaccount for development of a Beerline Trail Implementation Plan.

Body

Whereas, On November 8, 2012, the Common Council of the City of Milwaukee (“Common Council”) approved the Riverworks Strategic Action Plan as an amendment to the Northeast Side Area Comprehensive Plan and an element of the City of Milwaukee’s Comprehensive Plan; and

 

Whereas, The Riverworks Strategic Action Plan called for the ongoing development of the Beerline Trail connecting the Riverworks area with the adjacent Harambee and Riverwest neighborhoods; and

 

Whereas, The City of Milwaukee (“City”) has worked with an array of neighborhood stakeholders to support the ongoing Beerline Trail Neighborhood Development Project, including paving the section of the Beerline Trail between Keefe Avenue and Capitol Drive in 2015; and

 

Whereas, The Department of Public Works, the Department of City Development (“DCD”), the Riverworks Development Corporation, the Greater Milwaukee Committee and MKE<->LAX provide ongoing leadership to the Beerline Trail Neighborhood Development Project through a collaborative Project Leadership Team; and

 

Whereas, Since the launch of the Beerline Trail project in 2013, there has been significant progress in developing the Trail and utilizing it as a “spine” to advance efforts to unify the Harambee and Riverwest neighborhoods it connects, spur equitable development and reinforce the centrality of artists, makers and creative entrepreneurs to the past and future identity of the area; and

 

Whereas, This progress has been informed by significant community planning and engagement and benefited from sustained and intentional community leadership; and

 

Whereas, The development of an Implementation Plan for next phase of the Beerline Trail Neighborhood Development Project is needed to identify priority projects, next steps, responsible parties, phasing and funding sources to guide the work on the project for the next five to ten years, including potential trail access improvements, trail extensions and linear park development; and

 

Whereas, The Milwaukee office of the Local Initiatives Support Corporation (“LISC-Milwaukee”) has been an ongoing partner with the Project Leadership Team on the Beerline Trail Neighborhood Development Project and has offered to provide funding to support the development of the Beerline Trail Implementation Plan; and

 

Whereas, The City typically provides a financial match to community partners conducting neighborhood planning activities in partnership with DCD; and

 

Whereas, The current unencumbered balance in the Capital Improvements-Advance Planning Fund cannot be expended unless the funds are transferred to a specific subaccount; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is directed to transfer the amount of $15,000 from the Capital Improvements-Advance Planning Fund Account No. 1910-UR01218000A to be allocated to the Beerline Trail Implementation Planning Subaccount No. 1910-UR01280149 to be used by DCD to support implementation planning in the amount of $15,000; and, be it

 

Further Resolved, That DCD is directed to enter into such contracts and agreements, as necessary, including with LISC-Milwaukee and the Riverworks Development Corporation, to develop a Beerline Trail Implementation Plan.
