Title

Substitute resolution relative to the acceptance and funding of the 2018-19 Epidemiology and Laboratory Capacity (ELC) - Building and Strengthening Epidemiology, Laboratory and Health Information Systems Capacity grant from the Department of Health Services, Division of Public Health(DHS/DPH).

Analysis

This resolution authorizes the Health Department to accept and fund the Epidemiology and Laboratory Capacity - Building and Strengthening Epidemiology, Laboratory and Health Information Systems Capacity Grant from the Department of Health Services, Division of Public Health in the amount of $324,846 with a grantor share of $324,846 (100%). The purpose of the grant is to provide public health testing and consultative services to the DHS/DPH and those local units of government authorized by DHS/DPH.

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Department of Health Services, Division of Public Health to provide public health testing and consultative services; and

 

Whereas, The continued operation of this grant program from 08/01/18 to 07/31/2019 would cost $324,846 comprised of $324,846 (100%) grantor share; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application of this grant from the DHS/DPH is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent of the 2018 Special Revenue Grant and Aid Projects Fund, the following amounts for the program titled Epidemiology and Laboratory Capacity Grant:

2.                     Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it

 

3.                     Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and

 

2.                     Expend from the 2018 grant budget for training and out-of-town travel by departmental staff;

 

3.                     Expend from the 2018 grant budget funds for specific items of equipment; and

 

4.                     Enter into subcontracts and leases as detailed in the grant budget; and, be it

 

Further Resolved, That the Common Council directs that the 2018 Positions Ordinance C.C. File Number 170681, should be amended as follows:
