Title:
Resolution relative to acceptance and funding of a 2018/19 Homeland Security/Southeast Wisconsin Threat Analysis Center Intelligence and Infrastructure grant.

Analysis:
This resolution authorizes the Milwaukee Police Department to accept and fund a Homeland Security/Southeast Wisconsin Threat Analysis Center (STAC) Intelligence and Infrastructure grant from the U.S. Department of Justice through the State of Wisconsin, Department of Military Affairs (DMA), in the amount of $152,000 with a city share of $0, and a grantor share of $152,000. The purpose of this funding is to fund a full-time Intelligence & Infrastructure Protection Analyst (IP) position that will be in located in the STAC (Southeastern WI Threat Analysis Center), a part of Fusion Division. The duties of the analyst include conducting an inventory of critical infrastructure within the STAC area of responsibility and provide vulnerability, risk and threat assessments, and options for consideration to harden those assets. Additionally, the IP Analyst will provide outreach to the 18 federally recognized critical sectors, and assist in the production and dissemination of Intelligence to STAC partners.

Whereas, Under CFDA 97.067, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice through the State of Wisconsin DMA; and

Whereas, The operation of this grant from 3/01/18 to 4/01/19 would cost $152,000 of which $0 (0%) would be provided by the city and $152,000 (100%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

Further Resolved, That, the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2018 Special Revenue-Grant and Aid Projects, the following amount for the program titled: HS-WEM/STAC Analyst Grant.

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
