Resolution directing the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of State legislation authorizing the Office of the Milwaukee County District Attorney to create part-time assistant district attorney positions to serve in the Community Prosecution Units at local Milwaukee Police Department districts.
Analysis
Currently, the State allows the Office of the Milwaukee County District Attorney to create full-time community prosecutor positions. This resolution directs the Department of Administration - Intergovernmental Relations Division to seek introduction and passage of State legislation authorizing the Office of the Milwaukee County District Attorney to create part-time assistant district attorney positions to serve in the Community Prosecution Units at local Milwaukee Police Department districts.

Whereas, The Community Prosecution Unit of the Milwaukee County District Attorney’s Office focuses on a target area and involves a long-term proactive partnership among prosecutors, law enforcement, the community, and private organizations; and
Whereas, The mission of the Community Prosecutor’s Office is to solve problems, improve public safety, and enhance the quality of life in the community; and
Whereas, The City’s Community Prosecution Unit consists of the District Attorney’s Office community prosecutor, Milwaukee Police Department community prosecution officers, Department of Neighborhood Services inspectors, community City Attorney, Safe and Sound prosecution coordinator, various City departments, and community resources; and
Whereas, Community prosecutors have offices within district police stations around the city; and
Whereas, Community prosecutors are an essential component of the Police Department's Community Prosecution Units; and
Whereas, The Community Prosecution Unit acts as a liaison with landlords and the Police Department regarding repeated nuisance calls and brings criminal charges or civil actions against problem tenants or owners for nuisance activity and criminal behavior; and
Whereas, Community prosecutors work with owners of nuisance properties to correct problems, including drug dealing, prostitution, gambling, trash, dangerous dogs, and code violations; and
Whereas, Community prosecutors are available to work with schools, churches, and community groups to help residents get involved, to discuss crime prevention techniques, and to educate residents on effectively reporting criminal behavior to the police; and
Whereas, The State currently provides authority to the Office of the Milwaukee County District Attorney to hire only full-time community prosecutors; and
Whereas, Allowing the Office of the Milwaukee County District Attorney to hire part-time community prosecutors would provide flexibility for hiring a part-time attorney if the Office would not have the resources to hire a full-time attorney, or if there were a good candidate for the position who would be available only part-time; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Intergovernmental Relations Division is directed to seek introduction and passage of State legislation authorizing the Office of the Milwaukee County District Attorney to create part-time assistant district attorney positions to serve in the Community Prosecution Units at local Milwaukee Police Department districts; and
Further Resolved, That File Number 160538 is amended by inserting the following item in the document attached to the file and identified as “2017-18 State Legislative Package Proposals”:
