Title
Resolution relating to acceptance and funding of a Green Solutions grant from the Milwaukee Metropolitan Sewerage District for the installation of two green alleys in the 1st and 5thAldermanic Districts.
Analysis
This resolution authorizes the Department of Public Works, Infrastructure Services Division, to accept and fund a Milwaukee Metropolitan Sewerage District Green Solutions grant with a maximum reimbursement amount of $210,312 for the construction of two green alleys. The resolution also authorizes the Commissioner of Public Works to execute the Funding Agreement with the Milwaukee Metropolitan Sewerage District. There is no City share for this project and the total estimated cost is $210,312.
Body
Whereas, The Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and
Whereas, Green infrastructure, such as green alleys, reduces the volume of stormwater in the sewer system and the amount of pollutants discharged to surface waters; and
Whereas, Green alleys consist of permeable pavers constructed in the center 4-foot of newly reconstructed alleys; and
Whereas, MMSD desires to promote the installation of Best Management Practices such as green alleys and is willing to provide the City funding up to a maximum reimbursable amount of $210,312 as part of its Green Solutions program; and
Whereas, The Common Council has adopted File Number 171855 authorizing the expenditure of capital funds for construction of said green alley projects (SM499180006 and SM499180007) at locations bounded by the areas:
West Fairmount Ave, West Villard Ave, North 51st Blvd and North 53rd St (N-S Leg); and
West Burleigh St, West Chambers St, North 90th St and North 91st St; and
Whereas, The unused portion of said capital funds shall be returned to the parent account; and
Whereas, The two alleys are being reconstructed as part of the City’s 2018 alley paving program; and
Whereas, The cost of the green alley portion of said alley reconstruction projects is approximately $210,312; now, therefore, be it
Resolved, That the Commissioner of Public Works is authorized to accept and execute the MMSD Green Solutions grant without further Common Council approval, unless the terms of the grant change as indicated in Common Council File 030712; and, be it
Further Resolved, That upon approval of this Agreement, the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project, and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:

Further Resolved, That these funds are appropriated to the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it
Further Resolved, That the Commissioner of Public Works is authorized to accept and execute the Green Solutions Funding Agreement between the City and the MMSD, a copy of which is attached hereto; and, be it
Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it
Further Resolved, That the Commissioner of Public Works, on behalf of the City of Milwaukee, is authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
