Title

Substitute resolution authorizing the Department of Administration - Environmental Collaboration Office to accept and fund a grant from the Northwestern Mutual Foundation to add amenities and improvements at pocket parks in the Amani and Metcalfe Park neighborhoods created by the City’s HOME GR/OWN initiative and its partners in 2015.

 

Analysis

This resolution authorizes the receipt of grant, expenditure and administration by the Department of Administration - Environmental Collaboration Office for the $40,000 grant funded by the Northwestern Mutual Foundation during 2018 and 2019 to increase the general appearance and resident functionality of the five existing pocket parks in the Amani and Metcalfe Park neighborhoods.

 

Body

Whereas, The  Environmental  Collaboration Office collaborated with the  Bloomberg Foundation, Community Development Alliance and other partners in its 2015 Partners for Places project to create twenty new, green spaces in Milwaukee’s North Side;  and

 

Whereas, The Environmental Collaboration Office is committed to maintaining these neighborhood amenities because of their positive impact on neighborhood quality of life, property values and crime mitigation; and

 

Whereas, The Northwestern Mutual Foundation supports initiatives to improve quality of life in the Amani and Metcalfe Park neighborhoods; and

 

Whereas, The operation of this grant from 05/01/2018 to 7/31/2019 would cost $40,000 of which $40,000 (100%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the  City  of  Milwaukee, that  the

Department of Administration - Environmental Collaboration Office shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the Department of Administration Environmental  Collaboration Office is authorized to hire design, engineering, and construction services and contract or grant up to a level of $15,000 per individual project with contractors and neighborhood agencies in order to expedite and complete the park improvement projects within the 2018 & 2019 calendar year time frame of the grant, with other procurement practices following all procedures and policies set forth for City purchases of services; contracts to be in substantially the same form as attached to this resolution and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1. Commit funds within the Project/Grant Parent of the 2018 Special Revenue  - Grant  and Aid Projects Fund, the following amount for the  project titled 2018 - 2019 Amani/Metcalfe Parks grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels and budget against these Project/Grant values the amount required under  the grant agreement; and, be it

 

Further Resolved, That these funds are budgeted to the Department of Administration Environmental Collaboration Office, which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and

 

2.  Enter into subcontracts and grants as detailed in this resolution.
