Title
Substitute resolution appropriating $1,000,000 from the 2018 Common Council Contingent Fund for the purposes of expanding the City’s lead safety educational campaigns and lead abatement activities.
Analysis
This resolution appropriates $1,000,000 from the 2018 Common Council Contingent Fund for the purposes of expanding the City’s lead safety educational campaigns and lead abatement activities, including lead paint abatement, replacement of lead service lines, and purchase of lead-removing water filters for distribution to City residents. The Commissioner of Health is authorized to apportion the funds between lead safety education and lead abatement activities.
Body
Whereas, There are 121,240 residential properties (1-3 housing units) in Milwaukee that were built before 1978, when lead-based paint was banned, and there are 76,244 lead service lines in the City; and
Whereas, The City of Milwaukee is currently undertaking various lead abatement activities as part of a comprehensive strategy to reduce lead exposure to City residents, including lead paint abatement in targeted ZIP codes through the Childhood Lead Poisoning Prevention Program, the distribution of lead-removing water filters to vulnerable populations in Milwaukee, and the replacement of both City- and privately-owned lead service lines; and
Whereas, Since 1997, 18,147 housing units have been made lead-paint-safe through the Health Department’s lead abatement activities; and
Whereas, Since 2016, 3,448 lead-removing water filters have been distributed, and, as of January 24, 2018, the Milwaukee Water Works has replaced 701 lead service lines; and
Whereas, The Health Department and the Milwaukee Water Works have also undertaken various educational campaigns to inform the public about the presence and risks of lead in water, paint and soil; and
