Title

Substitute resolution relating to an agreement between the City of Milwaukee Health Department and the Gerald L. Ignace Indian Health Center for the provision of culturally-competent advanced pharmacy services.

Analysis

This resolution directs the Health Department to:

 

1.                     Execute an agreement between the City of Milwaukee and the Gerald L. Ignace Health Center for the assignment of a Public Health Service officer.

2.                     Submit to the Bemidji Area Office of the Indian Health Service a request for the detail of a Public Health Service-commissioned officer.

3.                     Execute a standard memorandum of agreement with the Bemidji Area Office of the Indian Health Service for the detail of the commissioned officer to the City of Milwaukee for ultimate assignment to the Gerald L. Ignace Indian Health Center. 

 

Body

Whereas, Pursuant to 42 USC 215, federal law authorizes the United States Public Health Service to detail a commissioned officer to a political subdivision of a state, including the City, upon request of the political subdivision; and

 

Whereas, The Bemidji Area Office of the Indian Health Service is a division of the United States Department of Health and Human Services and provides service and support to 34 federally-recognized tribes and four Urban Indian Health programs located in Illinois, Indiana, Michigan, Minnesota, and Wisconsin, relying in part on the use of Public Health Service commissioned officers; and

 

Whereas, The Gerald L. Ignace Indian Health Center is located in the 12th Aldermanic District of the City of Milwaukee and provides medical, wellness, and social services to people of all tribes, races, and ethnicities, with an aim to serve the American Indian community’s needs through a medical clinic at the All Nations Wellness Center; and

 

Whereas, The Gerald L. Ignace Indian Health Center desires to place a Public Health Service commissioned officer from the Bemidji Area Office at its facility to offer culturally competent advanced pharmacy practice services; and

 

Whereas, The Gerald L. Ignace Indian Health Center has requested that the Milwaukee Health Department submit to the Bemidji Area Office a request for detail of a Public Health Service commissioned officer and the assignment of the commissioned pharmacy officer to the Gerald L. Ignace Indian Health Center; and

 

Whereas, The reimbursement of City funds will be managed according to the terms of Common Council File Number 180235; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Health Department is directed to execute an agreement between the City of Milwaukee and the Gerald L. Ignace Indian Health Center for the assignment of a Public Health Service officer, in substantially the same form as the agreement attached to this file as amended by the City Attorney to maintain consistency with the standard memorandum of agreement with the Bemidji Area Office; and, be it

 

Further Resolved, That the Health Department is directed to submit to the Bemidji Area Office of the Indian Health Service a request for the detail of a Public Health Service commissioned officer, consistent with the agreement between the City and the Gerald L. Ignace Indian Health Center; and, be it

 

Further Resolved, That the Health Department, in consultation with the City Attorney, is directed to execute a standard memorandum of agreement with the Bemidji Area Office of the Indian Health Service for the detail of the commissioned officer to the City of Milwaukee for ultimate assignment to the Gerald L. Ignace Indian Health Center.
