Title

Resolution authorizing the receipt of contributions for the purpose of erecting a statue in honor of Ald. Vel Phillips.

Analysis

This resolution authorizes the Common Council-City Clerk to accept up to $100,000 in contributions received for the purpose of erecting a statue in honor of Ald. Vel Phillips. The funds will be released by a subsequent Common Council resolution.

Body

Whereas, In 1956, Ald. Vel Phillips became the first woman and first African American to be elected to the City of Milwaukee Common Council; and

 

Whereas, As a member of the Common Council, and a trailblazing figure in Wisconsin’s civil rights movement, Ald. Vel Phillips fought for fair housing, civil rights and social justice in Milwaukee; and

 

Whereas, After leaving the Common Council, Ald. Vel Phillips had a long and noteworthy career as a judge, politician, champion of civil rights and community leader, becoming the first woman judge in Milwaukee County and the first African American judge in Wisconsin, the first woman and first African American to be elected to a statewide office in Wisconsin, Secretary of State, serving briefly as Acting Governor, and in later years chairing her namesake foundation, which provides scholarships for minorities and funding for social justice and minority economic participation programs; and

 

Whereas, City officials, residents and members of the wider community were saddened to learn of the passing of Ald. Vel Phillips on April 17, 2018; and

 

Whereas, The City of Milwaukee may receive contributions from community residents and businesses to provide for the expenses of erecting a statue in honor of Ald. Vel Phillips; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Common Council-City Clerk is authorized to accept up to $100,000 of contributions for the purpose of erecting a statue in honor of Ald. Vel Phillips in accordance with established City policies and procedures; and, be it

 

Further Resolved, That upon receipt and deposit of these funds, the City Comptroller is authorized and directed to establish a special account within the Common Council-City Clerk’s budget for the expenditure of the contributions; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenue from the Special Purpose Account for Contributions, 0001-2110-0001-006000, and the Estimated Revenue Account for Contributions, 0001-2110-0001-009850, to the Common Council-City Clerk’s Special Account, 0001-1310-006000-DXXX and the Common Council-City Clerk’s Estimated Revenue Account, 0001-1310-0001-009850, up to the amount of $100,000; and, be it

 

Further Resolved, That funds shall be released for expenditure by a subsequent resolution of the Common Council.
